Description
The VISN 22 Network Contracting Office (NCO #22) intends to negotiate a firm, fixed-price sole source procurement (Commercial Item FAR Part 12) with the University of California Los Angeles (UCLA), School of Public Health, Department of Health Services to provide guidance and assistance in the implementation of Women's Health patient centered medical homes that are adapted to the needs of women veterans for the Veterans Affairs (VA) Greater Los Angeles HSR&C Center of Excellence at the VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd., Los Angeles, CA 90073 under the authority of FAR 6.302-1. Services include, but are not limited to: (1) Creating manuals and written guidelines for the implementation of Women's Health patient centered medical homes, otherwise known in Veterans Health Administration (VHA) as Patient Aligned Care Teams (PACTs). (2) Participating in baseline assessment of barriers and facilitators to implementation of Women's Health PACTS. (3) Working with the VA based project team to engage intervention practices around the U.S. in evidence-based quality improvement processes and initial data collection/evaluation waves. (4) Develop data tracking form and/or instrument(s) for evaluation of patient, provider, and practice changes. (5) Creating manuscripts suitable for peer reviewed publications related to the development of local Women's Health PACT innovations in intervention practices. (6) Document measures and data that may be used to evaluate and track progress in Women's Health PACT innovations. (7) Design parameters for toolkits for successful innovation projects. (8) Attend meetings and conference calls and answer e-mails in order to support the development of Women's Health PACT. (9) Organize project-specific workshop on evidence-based quality improvement methods in collaboration with VA project leaders and experienced experts. Work shall be completed within 365 calendar days from award. Contractor must have experience leading quality improvement efforts of provider care practices and medical groups and must have experience working as a member of health care research teams evaluating the quality of primary care delivery, prevention and PACT evaluation. Must have expertise in team effectiveness, disparities in access to care for underserved populations, safety net quality/outcomes and overall effectiveness for vulnerable populations. The VA believes that the UCLA Department of Health Services, in the School of Public Health is the only local provider that is renowned for its applied work in health care research and policy with leading faculty and staff with recognized expertise in patient centered medical homes, in addition to specific and existing expertise in evaluating PACT innovations in VA primary care settings. This notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer no later than September 14, 2012 at 3:00PM (PST). Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements for this service. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
