- This notice is a combined synopsis/solicitation for Placement of a Blanket Purchase Agreement (BPA) to provide for Solvents, Reagent Chemicals, and General Laboratory Supplies for the Materials Engineering Branch.NASA/Goddard Space Flight Center (NASA/GSFC) intends to award one (1), five (5) year BPA to provide reliable source for solvents, reagent chemicals, and general laboratory supplies which will prevent the need to stockpile chemicals in the buildings. As part of this service, the laboratories must be prepared to react quickly to requests made for analytical services by the flight projects. In order to meet these requirements, the labs must be stocked with chemicals and laboratory supplies needed to perform the required analyses. A list of the commonly purchased items that will be bought using this BPA (see attached Chemical Inventory List) this list does not include all of the items that could possibly be purchased, just the commonly purchased items. The general laboratory supplies, organic solvents, and reagent grade chemicals will usually be needed no later than 7 days after date of order. The organic solvents and reagent grade chemicals shall meet the required purity levels and a certificate of compliance/specifications for all lots ordered shall be provided. A current Material Safety Data Sheet (MSDS) for all solvents and chemicals ordered shall be available from the contractor. The total value of this BPA is estimated at $150,000.00 over a five (5) years period. This BPA will expire either upon reaching the estimated value of the agreements, or five years from the date of the agreements, whichever occurs first. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. All contractual and technical questions must be submitted in writing via e-mail to wanda.b.moore@nasa.gov no later than COB September 14, 2012. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). The due date for receipt of offers is September 20, 2012. Oral communications ARE NOT acceptable in response to this notice. FAX or E-Mail any inquiries to the identified point of contact. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Selection and award will be made to the quoter whose offer the best value to the Government, (See FAR 2.101, Best Value), with consideration given to the factors of technical merit, price, and past performance. Offeror shall address their ability to meet the Governments required 7 day turnaround required for the majority of items listed. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial items, which is incorporated by reference. If the end product (s) offered is other than domestic end product (s) as defined in the clause entitled Buy American ActSupplies, the offeror shall so state and shall list the country of origin. Additional solicitation information FAR clause 52.204-7, Central Contractor Registration (FEB 2012) is incorporated by reference. FAR 52.212-4, Contract Terms and Conditions- Commercial Items (FEB 2012) is applicable.
