- NASA/DFRC has a requirement to extend the performance period of the DFRC Security Support Services Contract for four(4) months (October 1, 2012 - January 31, 2013) plus two (2) one-month option periods for a potential maximum period of six (6) months (October 1, 2012 - March 31, 2013). A contract modification reflecting this extension will be issued on or before September 30, 2012, which is the expiration date of the current security support services contract. NASA DFRC intends to extend the period of performance of contract NND04AC17D, for protective services which was awarded November 1, 2004, as a result of full and open competition under a GSA Schedule to Wackenhut Services, Inc. (WSI) (named changed to G4S Government Solutions Inc. (G4S) in October 2011). This extension is necessary to bridge the performance period between the end of the current contract and award of a new NASA Dryden Protective Service contract, which was protested to the U. S. Government Accountability Office (GAO) on August 28, 2012. The current contractor, G4S, is considered the only contractor that can meet DFRC's needs given the potentially short period of performance for the extension. Award to another source at the same time that the GAO is processing the protest challenging NASA's source selection decision to award the follow-on contract would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension and would not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling DFRCs requirements. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM PDT on September 17, 2012. Such communication of capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. NASA is using the authority for Other Than Full and Open Competition provided by 10 U.S.C. 2304(c)(1), because G4S Government Solutions Inc. (G4S) possesses unique expertise in meeting the security requirements of the Center, no alternate source could adequately provide for the maintenance of the Centers comprehensive security program during this extension period. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
