- Questions and Answers received Solicitation #2012-48639 and RFQ 2012-Q-14742 The purpose of this amendment to Solicitation # 2012-48639 is to incorporate changes to the original synopsis; clarify the evaluation criteria included in the Request for Quote (RFQ # 2012-Q-14742) Paragraph 12; and upload questions and answers received timely by due date of 2:00 p.m., Eastern Standard Time (EST) August 31, 2012, as follows: 1. Correct reference to combined synopsis - the solicitation will be procured in accordance with Federal Acquisition Regulations (FAR) Part 13. A Request for Quotation (RFQ) is included with the synopsis. 2. Change reference on synopsis from Pre-Solicitation to Solicitation 3. Change Response due date from: 2:00 p.m., Eastern Standard Time (EST) September 7, 2012 to 4:00 p.m., Eastern Standard Time (EST) September 12, 2012. 4. Change the NAICS Code from 923120 - Administration of Public Health Programs to NAICS Code 541690 - Other Scientific and Technical Consulting Services - with Small Business Size Standard of 7M 5. This is a Total Small Business Set Aside Procurement 6. The Period of Performance is changed to September 30, 2012 through September 29, 2013 7. CLIN 0002 Under Line Items in the RFQ - Travel is changed to read as follows: ITEM Supplies/Services Qty/Unit: 0002 Travel 1 Lot Travel costs directly related to specific contract performance will be cost reimbursable. The contractor shall invoice separately for travel related expenses. Refer to Paragraph 10 "Travel" in the RFQ for further instructions. 8. The evaluation criteria Paragraph 12, is hereby deleted in its entirety and replaced with the following: 12. PROPOSAL EVALUATION: Award: The contract will be awarded to the Offeror whose response to the Request for Quote (RFQ) is considered to be the most advantageous to the Government, price and other factors (described below) considered. However, the Government will not make an award at a significantly higher overall price to achieve only slightly superior performance. 13. EVALUATION CRITERIA: Point of Relative Criteria Value of Criteria 1. Technical Approach 40% 2. Staffing & Management 60% 3. Total Score 100% The are no further changes to the synopsis or the RFQ.
