- AB MAC RFP Medicare Fee-for-Service Workloads Data Dictionary Data Dictionary Request for Information In 2003, President Bush signed into law the Medicare Prescription Drug, Improvement, and Modernization Act (MMA), Public Law 108-173. This Act amended Title XVIII of the Social Security Act by establishing the Medicare Administrative Contractor (MAC) contracting authority (section 911 of the MMA). The MMA required that all Medicare claims processing and related functions performed by the previous fiscal intermediaries and carriers under the Medicare Fee-for-Service (FFS) program be competed and awarded to the new MACs through use of federal procurement procedures. Over the course of past AB MAC procurements, the Centers for Medicare and Medicaid Services (CMS) has received questions concerning the meaning of various Medicare FFS workload categories listed within the Request for Proposal (RFP) or "solicitation." The CMS has answered these questions through the RFP Question and Answer periods which immediately follow the posting of the solicitation packages on FEDBIZOPPS. Now, the CMS is interested in a more systemic approach to defining the Medicare FFS workload categories used in its AB MAC RFPs. The CMS is contemplating including a Data Dictionary defining Medicare FFS workload categories with future RFP packages. These Medicare FFS solicitation workloads, found within Section L of the AB MAC RFP, list those functions that require workload estimates for a specific solicitation. Offerors are required to use these workload estimates for proposal purposes.
