- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3CTSG2207A001 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (iv) This acquisition is 100 percent set aside for small businesses. The North American Industry Classification System (NAICS) code is 336214 with a size standard not to exceed 500 employees (U.S.) (v) See Attachment 1, Request for Quotation (RFQ) for information concerning the purchase of two Eight Foot Custom Slide-In Camper’s including installation in a 1 ton Dually Crew Cab (4 full size doors). (vi) See Attachment 2, Salient Characteristics, for detailed description of characteristics to meet for consideration of award. (vii) Place of delivery is Minot AFB, ND 58705 and is FOB destination (viii) The FAR provisions 52.212-1, Instructions to Offerors-Commercial Items, and 52.223-1 Biobased Product Certification apply to this acquisition. (ix) The FAR provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation and salient characteristics will be most advantageous to the government, price and other factors considered. Award shall be based on best value to the government. (x) The government advises Offerors to include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.bpn.gov prior to submitting an offer. (xi) The DFARS provision 252.209-7999 applies to this acquisition. (xii) The following FAR clauses are applicable to this acquisition 52.204-7 Central Contractor Registration, 52.223-6 Drug Free Workplace, 52.223-10 Waste reduction Program, 52.223-11 Ozone Depleting Substance, 52.225-13 Restrictions on Certain Foregin Purchases, 52.233-3 Protest After Award, 52.233-4 Law for Breach of Contract, 52.247-34 FOB Destination, and 52.253-1 Computer Generated Forms, 52.252-2 Clauses Incoporated By Reference: http://farsite.hill.af.mil/vffara.htm; http://farsite.hill.af.mil/vfdfara.htm, and 52.212-4, Contract Terms and Conditions Commercial Items. (xiii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable: 52.219-6, 8, 28, 52.222-3, 19, 21, 26, 35, 36, 37, and 52.232-18, 33. (xiv) The following DFARS clauses are applicable to this acquisition Clause 252.204-7003 Control of Government Personnel Work Product, 252.203-7000 Requirements Relating to Compensation of Former DoD Officials, 252.203-7002 Requirement to Inform Employees of Whistleblower Rights. (xv) DFARS Clause 252.212-7001, Contract Terms and Cond Required to Implement Statues or Executives Orders Applicable to Defense Acq of Commercial Items applies to this acquisition and the additional DFARS clauses cited in the clause are applicable: 252.225-7001 Buy American Act and Balance of Payments Program, and 252.232-7003 Electronic Submission of Payments. (xvi) AFFARS Clause 5325.201-9101 Ombudsman applies to this acquisition. (xvii) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xviii) All Offerors must submit a quote by 1:00 pm Central Standard Time on Friday, 14 September 2012. Quotes received after that time may not be considered.
