Description
SOW Notice of Intent to Negotiate on a Sole Source Basis with The Institute of Medicine (IOM) The Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management Contracts and Grants (AMCG) intends to negotiate on a sole source basis with The Institute of Medicine of the National Academies of Science(IOM),500 Fifth St NW, Washington DC for a Firm Fixed Price contract under the authority of FAR 13.106-1(b) for services as described in the attached statement of work. The sole source is based on the following: The Institute of Medicine has an established Forum on Medical and Public Health Preparedness for Catastrophic Events. The Forum held a panel on Long-term Recovery of the Healthcare Service Delivery Infrastructure in February during the 2012 Public Health Preparedness Summit in Anaheim, CA. The Forum's purpose is to foster dialogue among stakeholders, identify opportunities for public/private collaboration, and identify and address issues relevant to public health and medical preparedness. The IOM is part of the National Academies, which also has an established Disasters Roundtable. The Disasters Roundtable holds workshops three times per year on topics often relevant to recovery partners. The IOM is uniquely positioned to be able to not only identify relevant partners and stakeholders but also garner their participation in the proposed activities because of their existing structures and established reputation. Because of their routine and continuous on-going engagement with a variety of stakeholder including in preparedness activities, The IOM also routinely holds preparedness forums which draws presenters and attendees from stakeholder communities critical to this area of interest. Interested parties must provide convincing documentation that shows their ability to perform the required work. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible interested parties may submit information if they believe that they can provide services described in the attached statement of work. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. Submissions should be received by 09/13/2012 by 2pm via email to Bridget Gauer at bridget.gauer@hhs.gov
