Description
NAICS CODES: 237110, 237310, 237990, 238110, 238910, and 238990 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Sources Sought is a market research tool being used to determine the availability and adequacy of potential service-disabled veteran-owned small business (SDVOSB) sources prior to determining the method of acquisition and issuance of an award. USAMRAA is seeking general construction firms capable of providing civil site work requirements for the US Army Garrison Fort Detrick and Forest Glen installations. Work may include, but is not limited to the following: civil engineering tasks; demolition; paving and pavement markings; aggregate base and sub-base; hot mix asphalt paving; earthwork; drainage and storm water management structures; exterior walkways, ramps, and accessories; manhole frame, inlet grate, and utility box adjustments; site surveys; final site cover; erosion and sediment control and storm water management; investigations of surface and sub-surface site conditions; structural concrete; emergency work; and material testing. The government anticipates a single-award IDIQ contract with a one-year base period and four one-year option periods with a total magnitude of between $10,000,000 and $25,000,000. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. It is requested that ALL interested SDVOSBs submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Company Profile to include number of employees, office locations(s), available bonding capacity (per occurrence and aggregate), DUNS number, CAGE Code, and statement regarding small business designation and status. RESPONSES ARE DUE ON Wednesday October 10, 2012, by 2:00 PM Eastern Daylight Time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. LATE RESPONSES WILL NOT BE ACCEPTED. Electronic submission of the Statement of Capabilities Packages IS encouraged and should be sent via email to SAMANTHA.L.CONNORS@US.ARMY.MIL. The package may be sent by mail to the following address: US ARMY MEDICAL RESEARCH ACQUISITION ACTIVITY (USAMRAA) (ATTN: Samantha Connors) 820 Chandler St. Fort Detrick, MD 21702. Submissions must be received at the office cited no later than 2:00 PM Eastern Daylight Time on October 10, 2012. Questions regarding this notice may be addressed to Samantha Connors via email at SAMANTHA.L.CONNORS@US.ARMY.MIL.
