- i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 15 with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. The solicitation number is HT000323718 and issued as a request for proposal (RFP). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, 18 May 2012. iv. This requirement is being conducted using full and open competition; there is no set-aside. The associated NAICS code is 541519 and small business size standard is $25.5M. v. See Attachment 1 for an example of how to structure contract line item numbers (CLINs), item descriptions, quantities and units of measure. vi. A description of the requirement is provided in the Performance Work Statement (PWS) at Attachment 2. vii. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. An addendum to this provision is provided at Attachment 3. viii. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The specific evaluation criteria to be included in paragraph (a) of this provision is provided at Attachment 4. ix. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer; however, if the offeror has provided the required information electronically as part of its annual representations and certifications to the System for Award Management (SAM), then the Offeror shall instead include a statement in its offer that the provisions at FAR 52.212-3 and DFARS 252.212-7000 for the firm are available online at https://www.sam.gov/portal/public/SAM/ x. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Also the clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in clause 52.212-5 are provided at Attachment 5. xi. The clause at 252.212-7001 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The additional DFARS clauses cited in clause 25.212-7001 are provided in Attachment 5. xii. See Attachment 5 for a list of clauses and additional contract terms and conditions that been determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. xiii. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls.
