Description
Requirements for Research Tool SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, Hill AFB, UT is seeking potential sources for a software research tool as outlined in the attachment. The contractor shall be responsible for providing: Required: 1. Access to information via the internet regarding Engineering Technical areas 2. Information comes from an authoritative source 3. Download relevant information at no cost beyond base subscription cost 4. Access tables and graphs from documents 5. Search for range of values within subject area 6. Save information from previous searches 7. All users can access search feature at same time with no additional cost 8. Two concurrent users can download information at no additional cost 9. User Indicator that concurrent users are at limit Desired: 1. Track data points within research materials 2. Digitize curves from researched graphs 3. Perform mathematical calculations 4. Save all calculations and data manipulations 5. Convert measurement units from one format to another (i.e. inches to centimeters) 6. Two concurrent users can use math features at no additional cost Hill AFB anticipates a 30-day trial in mid-October thru mid-November. Firms responding should indicate whether they are a large or small business. If a small business, please specify the type (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the average annual receipts does not exceed $25 Million. NAICS Code to be used for this acquisition is 511210 " Software Publishers". The Air Force reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities and service specifications related to this effort. All interested firms shall provide extent and duration of warranty being offered.
