- Amendment 0001, Response to Pre-proposal inquiries. Amendment 0001 Cafeteria Concessions Services, Edith Green/Wendell Wyatt Federal Building, Portland, OR The purpose of this amendment is to respond to Pre-proposal inquiries. The description of amendment continues on Page 2. 1. The solicitation is amended to address the following Pre-proposal Inquiry: Inquiry 1: Is there a definition of a non-revenue profit loss contract anywhere? Answer to Inquiry 1: See paragraph 2.0 of the Statement of work. Inquiry 2: Is the coffee kiosk part of the RFP? Answer to Inquiry 2: No Inquiry 3: Is there office space available to manager? Answer to Inquiry 3: For the purposes of this solicitation, we are offering the café space and a storage area in the basement. If providers need additional space for an office or more storage, it may be available on a reimbursable basis. Inquiry 4: Badged folks from adjoining building can access? Answer to Inquiry 4: Yes with some clarifications. The security procedures will depend on what the Facility Security Committee (FSC) made up of agencies in the building decide and may change depending on the perceived threat. Our expectation is the following: a. To be "badged" for the building and go through the optical turnstile, one will need a current HSDP-12 government ID and be enrolled in the building's system. If agencies sponsor them, I expect to have frequent HSDP-12 cleared visitors enrolled (i.e. USFS and GSA personnel from nearby buildings). However, not everyone with an HSDP-12 ID will be allowed to go through the optical turnstile. Inquiry 5: What does the public go through in terms of screening? Can you describe? Is it a purse check? TSA type full scan etc? Answer to Inquiry 5: If you don't have an HSDP-12 ID and aren't enrolled on our building system, you must be screened by security. Screening will include putting personal belongings through an x-ray machine and walking through a magnetometer. If you set off the magnetometer, you may be subject to additional screening with hand wands or asked to put additional items through the x-ray machine. This is similar to TSA screening at the airport but the old EGWW did not require removal of shoes. The sensitivity of the screening will depend on the FSC and the perceived threat. If they see suspicious items in a purse or backpack, they will check them. Potential weapons like pocket knives and scissors will be confiscated. Inquiry 6: There seems to be reference to two charts on wages one on page 31 and the other in attachment #1? Answer to Inquiry 6: The rates provided on page 31 are stated for merely for informational purposes only. Inquiry 7: Is tipping allowed? Answer to Inquiry 7: No Inquiry 8: What is Health and Welfare: 36.12% mean under wages on page 31? It is for information purposes only and is a comparison of the health and welfare benefits that would be provided in the event that the employees were employed by the Government. Answer to Inquiry 8: Where can I find more about advertising and signage restrictions? The Café location will be noted on 3 - 5 signs internal to the building. External signs will not be allowed. 2. All other terms and conditions remain unchanged. The proposal due date of September 14, 2012, REMAINS UNCHANGED. The Offeror is reminded to acknowledge receipt of this amendment in Block 15a thru 15c of the SF 30 and submitted along with your response to the subject RFP.
