Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing; phone calls will not be accepted. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice must include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business (i) Does your company possess a General Service Administration Contract for this service, if so list the contract number and expiration date. Services are for the Phoenix VA Medical Center located at 350 E. Indian School Rd., Phoenix, AZ 85012. The anticipated period of performance consists of a Base year starting November 1, 2012 through October 31, 2013 plus Four Option Years. The work to be accomplished is as follows: Monthly pumping and cleaning of the grease trap/interceptor: the contractor shall furnish all labor, material, equipment, and incidentals necessary to pump out grease and residues from the grease trap/interceptor located on the west side of the main hospital which services two (2) kitchens on the campus “ one for the Canteen service and the other for the Dietetic service. Work to be performed includes pumping and removing waste and grease build-up from trap walls and all associated equipment within the trap. The trap area shall be high pressure washed and cleaned with any remaining residue pumped out. After cleaning has been completed, the water level in the trap must be higher than the lower outlet pipe in order to prevent grease from flowing through the trap and being discharged into the sewer system. The grease trap shall be pumped during the first week of each month between the hours of 4:00 AM and 6:00 AM. The contractor is to clean the walls of the grease trap with a contractor provided pressure washer. The contractor is NOT to enter the grease trap. To properly clean the interceptor, the contents must be removed including the grease cap (floating grease) and sludge pocket (settled solids); the trap must then be high pressure washed and cleaned. The contractor shall schedule pumping and cleaning through the COTR at least 5 days prior to beginning work. Quarterly hydro jetting of grease lines: the contractor shall furnish all labor, material, equipment, and incidentals necessary to perform high pressure jetting service to the Dietetic and Canteen grease lines on a quarterly schedule. This service is to be completed during the first week of November, February, May, and August. The contractor shall schedule hydro jetting through the COTR at least 5 days prior to beginning work. Additionally, the Contractor, at any time (24/7) will respond within two (2) hours of being notified of plugged grease lines and be responsible for clearing the grease lines of obstructions. Semi-annual skimming of the main sewage ejection sump station: the contractor shall furnish all labor, material, equipment (includes pump truck), and incidentals necessary to skim debris off the surface of the main sewage ejection sump station located on the south side of the Ambulatory Care Clinic (ACC) Building # 8 on a semi-annual basis. Approximately 1,500 gallons of waste water must be removed from the station in order to adequately clean the sump. Skimming is to be done between the hours of 4:00 AM and 6:00 AM. The service is to be completed during the first week of November and May. The contractor shall schedule skimming/pumping through the COTR at least 5 days prior to beginning work. The North American Classification System (NAICS) code for this acquisition is 562998 ($7.0M). Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror have completed their business Representations and Certifications also available through SAM. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to nicholas.lebano@va.gov. All information submissions shall be received no later than 12 pm MST on Friday, 21 September 2012. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
