Subject: Rescue Litter Systems Request for Information (RFI) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0SUBJECT: The Medical Support Systems Project Management Office (MSS) of the U.S. Army Medical Materiel Development Agency (USAMMDA) is conducting market research to assess commercial availability of rescue litter systems and dismounted litter systems that would be utilized in ground and air evacuation vehicles/aircraft. This market research may also assist with the further development and/or refinement of the requirements. Responses to the RFI are due by 1 October 2012 at 3:00 pm E.S.T. See Section 4.0 for contact information. 2.0DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 3.0DESCRIPTION: MSS, USAMMDA has determined a rescue litter system needs to meet the following essential characteristics: ability to deploy in under 1 minute, utilize a five or six point restraint system (using a Swiss seat style for lower extremities) which prevents patients from slipping while in the litter and secures the patient from moving during transport, horizontal and vertical hoist capability, and have a rigid form fitting full-body material surface that immobilizes the patient and maintains the airway while providing splinting for lower extremities. Rigid material needs to have durability to be dragged along the ground or rough surfaces as well as under elevated rope extractions or hoist operations. Hoisting capability will require a tag-line option as well as water rescue for special operations. The device should be rated to NFPA breaking strength standards of 15 to 1 for safety. This means that the bridle/lifting harness for hoist operations should be rated at least 9000 lbs tensile strength. The system should have a low and high operating range between -60 degrees F to 140 degrees F. The rigid base should not melt up to 450 degrees F. The system weight shouldn't exceed 20 lbs. Testing for this litter system should take NFPA 1983, Standard on Life Rated Rope and Equipment for Emergency Services, 2012 edition for performance requirements for litters, extraction devices, and a class III life saving harness into account. In addition, MSS, USAMMDA has determined that a dismounted litter system shall meet the following essential characteristics in addition to those above: weigh less than 10 lbs, rated to 5000 lbs or greater for vertical and horizontal lifts, and package to approximately 20"x 7" x7" or less for dismounted operations. 4.0CONTACT INFORMATION: Any and all questions related to this RFI shall be directed to Michael Ursone at 301-619-9525.
