- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. The General Service Administration Public Building Service will be awarding a Firm-Fixed Price Contract. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-55 Effective on January 1, 2012. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) accessed on the internet at https://www.acquisition.gov/far/. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROCUREMENT AND ARE SUBJECT TO FAR 52.232-18 -- Availability of Funds (Apr 1984). Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The solicitation GS-02P-12-PC-P-0023 is issued as a Request for Quote. This procurement is a 100% small business set aside. The NAICS code for this acquisition is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for this NAICS code is $14.0 M. The Emanuel Cellar Courthouse has a requirement to repair a water main. Attached is a Statement of Work (SOW) which specifies the labor, materials, supervision, equipment, and transportation necessary to repair, remove, and relocate materials for a water main replacement. This also includes performance specifications, security requirements, and documentation needed. We will not be paying for the travel expenses (transportation, lodging, meals) of the vendor. We will only be paying for the services provided. Preparatory work such as ordering parts and services must start prior to September 30th, 2012. Quotes: All vendors must attach at least 3 references of customers. We will be checking these references to ensure that past performance was satisfactory. The actual quote shall include a price breakdown. At a minimum the price breakdown shall include separated labor and material costs. Quotes will be evaluated on a lowest price technically acceptable basis. To be awarded this contract, the vendor must be registered in SAM ( https://www.sam.gov/portal/public/SAM/ ). All vendors MUST have a publicly visible registration in the Central Contractor Registration (CCR) or SAM. Duns & Bradstreet, CAGE Code & Federal Tax ID numbers MUST be submitted with offer.
