- Notice of Intent to sole source reference FAR Clause 6.302-1. The U.S. Fish & Wildlife Service (Service), Assistant Director for Budget, Planning and Human Capital requires consultation services on specific efforts to provide project level leadership on the Results Only Work Environment (ROWE) by working with the Office of Personnel Management (OPM); the Department of Interior (Department); and Service leadership. The consultant will work with others towards fully implementing the ROWE pilot program and make it part of all operational functions of the Service. Work was accomplished in phases starting with the discovery and analysis of the Services progress now in reference to ROWE. Findings and recommendations on the Services goals and how to achieve them for the ROWE pilot and beyond and implementation support for the pilot program is now required for coordination and mentoring of Budget, Planning and Human Resources (BPHR) staff by the consultant sharing institutional knowledge and experience in all aspects of the Service pilot program. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services. This notice of Intent is not a Request for Quote for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
