- This is a notice that the U.S. Fish and Wildlife Service (FWS) will be issuing a Request for Proposal (RFP).This is a non-personal services contract to provide services of removing falling and dead standing trees adjacent to the boat trail leading into Floyds Island on Okefenokee National Wildlife Refuge. The Government shall not exercise any supervision or control over this contract service provider. The contract service provider shall be accountable solely to the Government. The proposed project will mitigate fire damaged and downed hazardous trees along approximately 1.05 miles of the Floyds Island Wilderness Canoe Trail. These hazardous trees pose immediate risk of injury to anyone in this area. The trail is currently closed to the public. The contractor(s) shall provide all personnel, including a project foreman and a safety officer necessary to safely remove dead standing trees adjacent to the burned canoe trail leading to Floyds Island. The contractor(s) shall perform to the standards in the performance work statement. The period of performance shall be on or about September 18 thru March 18, 2013. This action is being solicited as a total small business set-aside under the North American Industrial Classification System (NAICS Code) 115310 Support Activities for Forestry; Size Standard: $7 million. A firm-fixed price commercial contract order will be issued. The proposal(s) will be evaluated based on the following evaluation factors: Factor 1 - Technical Capability Sub-Factor A Work Plan, Sub-Factor B Capability and Experience, Sub-Factor C Key Personnel (i.e. experience in trail and construction restorations, personnel qualifications, identification of key personnel, and experience); Factor 2 - Past Performance; and Factor 3 - Price. Proposals shall be submitted in accordance with Sections L and M of the solicitation. A formal site visit has been tentatively scheduled for Tuesday August 21, 2012 at approximately 9:00 am Eastern Time at the Okefenokee NWR, 2700 Suwanee Canal Road., Folkston, Georgia 31537-9653. You may view and apply (after registering in Fedbizzopps to this RFP on or after that date at: https://www.fbo.gov/ Once in the website, enter the solicitation number (F12PS00843) or title (Remove Trees along Floyd Island Island Canoe Trail within Okefenokee National Wildlife) in the search criteria field. Offeror should submit price for the entire job: $________(along with their supporting documentation). You must be fully and actively registered in SAM.gov in order to complete Central Contractor Registration (CCR) and the On-line Representations and Certifications Application (ORCA) systems at that close of this RFP. If you fail to comply with this requirement, you may lose consideration for contract award. CAUTION: This solicitation will be issued electronically, as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore the responsibility of any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of it. The Government reserves the right to issue a single award, multiple awards, or no award to an offeror/offerors that is/are responsible and provides the best overall value to the Government.
