- The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC), intends to issue a sole source Request for Quote (RFQ) commercial item acquisition conducted under the authority of FAR Part 12 and FAR Subpart 6.302-1. This acquisition will be with Bloomberg New Energy Finance. This will be a one year subscription for online access to independent analysis, data and news in the clean energy and carbon markets. The procurement of the Bloomberg New Energy Finance services is essential in support of the Energy Initiatives Task Force (EITF) mission, which is to ensure effective implementation of the Army's renewable energy program through public private partnerships to achieve Army-wide energy goals. Justification for sole source procurement of Bloomberg directly comes from their renewable energy proprietary indices, models, and benchmarks. Proprietary models, indices, and benchmark tools include: GE2M: Models long-term energy, emissions, and investment trends of the world's carbon system and markets US Renewable Energy Credit (REC) Model: Models long-term renewable project build rates and REC prices throughout the US Solar Spot Index: Price index, which surveys spot prices across the Photo Voltaic value chain Wind Turbine Index: Analysis of data from twenty-two turbine buyers covering 5.6GW of contracted capacity Lithium Battery Index: Tracks the cost of electricity storage, which is expected to decrease as economies of scale are decreased. WVAL: Benchmarks value of wind projects all over the world. COE: Analysis of costs of renewable technologies, relative to fossil fuel technologies. The proprietary tools alone are justification; however, the depth and breadth of knowledge and services provided by Bloomberg regarding the renewable markets is essential in the effective implementation of the U.S. Army and EITF's renewable energy program and Army-wide energy goals. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. However, any other responsible firms that may be interested in this synopsis may submit a brief statement of their interest and qualifications in response to this synopsis. This statement should be no more than 5 pages in length. This is NOT a formal notice of solicitation. Interested firms must provide statements submitted via e-mail no later than 5:00 pm CST on 18 September 2012. All responses should be directed to Gregory Hodgson at Gregory.Hodgson@usace.army.mil. The Government will evaluate the statements and may issue a request for quotation to potentially qualified firms if a basis exists for a competitive environment.
