Description
This is a Request for Quotations. A Statement of Work describing our requirement is below. Terms and Conditions will be negotiated with the selected vendor. The quote shall clearly and fully demonstration the offeror's capability, knowledge, and experience in regard to the technical requirements described herein. Stating that you understand and will comply or paraphrasing our requirements is not adequate. Evaluation Criteria: 1. Technical Instructions: a. Understanding of the Work to be Performed / Technical Approach The quoter shall describe their technical approach to performance of all requirements of the statement of work. The quoter must also identify the major tasks and provide a timeline for deliverables with associated timeframes. 2. Past Performance Instructions: Furnish the following information for three (3) contracts or subcontracts awarded in the past three (3) years that are similar in size and scope to the tasks described in the Statement of Work. a. Customer's name, address, and current telephone number of both the lead contractual and technical personnel b. Brief description of contract work and comparability to the proposed effort. It is not sufficient to state that it is comparable in magnitude and scope. Rationale must be provided to demonstrate that it is comparable. c. Discuss major problems and highlight successes. d. Discuss compliance to cost/price estimate and other terms of the award. e. Identify the average number of personnel on the contract per year or percentage of turnover per year. If you propose to use subcontractors (or teaming arrangements) to occupy a major role, provide the above information on each of the subcontractors (or team members). 3. Price Proposal Instructions Price will be evaluated for reasonableness. Offerors shall submit a quotation that includes: • A narrative describing the plan to accomplish the requirements of the statement of work • A description of the three previous, similar projects • A firm fixed price with a cost breakdown for each year. Selection Criteria NSF will make a source selection decision based on Best Value. Award will be made to the responsible offeror whose quotation provides the greatest value to the Government after consideration and evaluation of all the factors. Technical evaluation and past performance criteria combined are significantly more important than price. REQUIRING ORGANIZATION National Science Foundation Office of Legislative and Public Affairs 4201 Wilson Boulevard Arlington, VA 22230 2. OBJECTIVE To award an agreement for media research, distribution, and monitoring/evaluation support services, as a reasonable accommodation, for employees in the National Science Foundation (NSF) Division of Public Affairs. The contractor will provide a media contacts database system, a media research and distribution system, and a media clips monitoring and evaluation system as part of a package program. 3. BACKGROUND The Division of Public Affairs supports the National Science Foundation as the focal point for NSF's public outreach as it communicates science broadly using a variety of print, broadcast and multimedia outlets, including the Internet, newspapers, magazines, public forums, television and radio. The Office of Legislative and Public Affairs is a staff office reporting to the Director and Deputy Director of NSF. It performs communications and liaison functions that encompass all of the programs and staff functions for the Office of the Director. It is responsible for representing the Foundation, the Director, and key associates in relationships with Congress, the media, the American public, various academic groups and professional societies, institutions, and other NSF clientele. 4. SCOPE The Division of Public Affairs needs a communications service that provides, in one package, a regularly-updated and searchable electronic database of media contacts in print, broadcast and multimedia that also allows for distribution of releases and advisories to selected lists; a comprehensive mechanism to monitor media coverage of National Science Foundation news; immediate access to NSF news coverage through email alerts; and automated, electronic PDF summary of coverage, full text and scanned images of each article or transcript (not just web-based stories on third-party Internet sites) that can be published by the user as often as needed; and a mechanism to quickly evaluate and report the value of media coverage to NSF leadership. The contractor shall provide ongoing and unlimited access to a database system that offers science-focused media research, media distribution, and media monitoring/evaluation. These services may also encompass editorial calendar opportunities. The contractor shall offer onsite training and provide ongoing customer support as needed by NSF Public Affairs staff. The contractor agrees to the following terms of this agreement: Media Research and Distribution Services: a. Daily email alerts of media coverage that includes pre-identified NSF key words. b. Unlimited access to searchable media contacts, media outlets, and media monitoring database for at least five NSF staff members on an ongoing basis. c. Distribution of at least 15,000 email/fax pages d. Access to industry news, blogs, and editorial calendars e. Free Onsite training and training online through Webinars or other such sessions or events. f. Daily customer service support. Media Monitoring/Evaluation Services: g. Daily access to a database that allows NSF staff to monitor print media, express print media, and Internet coverage of news stories. h. At least 3,000 pre-paid article pages for printing, with option to purchase additional pages if needed. i. Unlimited access to the searchable media contacts, media outlets, and media monitoring database for at least five NSF staff members on an ongoing basis. j. Daily customer service support. 5. TECHNICAL REQUIREMENTS/TASKS The contractor shall provide a qualified customer service professional or professionals who may be called upon on a daily basis to answer NSF employee questions or provide solutions when a problem or concern arises. The contractor shall also provide access to the database package 24 hours a day/7 days a week. The contractor shall identify their media service database system or systems that fall under the categories specified in the Scope. This includes specific details about each service offered under research and distribution, monitoring and evaluation, and any other services offered by the contractor. This will include a cost breakdown for each requirement, including number of employees with access to the database system at one time, inclusion of training, and any hard copy costs associated with monitoring and evaluation. 6. DELIVERABLES Daily, unlimited access for at least five NSF staff to media research, distribution, and monitoring/evaluation databases; daily email alerts of media coverage of articles that includes pre-identified NSF keywords; capacity to distribute NSF releases electronically; access to editorial calendars and blogs; on-site and Web training when requested; daily and/or 24-hour customer support services for NSF staff; pre-paid articles for printing and reporting purposes. 7. PERIOD OF PERFORMANCE The period of performance of this agreement is one year with one (1) option year. Annual Dates (Tentative) Award: October 1, 2012 - September 30, 2013 Option Period One: October 1, 2013 - September 30, 2014 9. PLACE/LOCATION OF PERFORMANCE If staff is needed to support NSF staff on-site, work required will be performed on-site at the National Science Foundation headquarters in Arlington, VA at the following address. National Science Foundation 4201 Wilson Boulevard Arlington, VA 10. TRAVEL REQUIREMENTS Travel will not be required under this contract. Reimbursement by NSF for local travel is not authorized.
