Description
The Internal Revenue Service (IRS) intends to solicit and award a contract for brand name IgniteXML software and professional services. This software is in support of the Remote User Portal (RUP). The IRS has a need for IgniteXML software and professional services in support of the RUP. The IgniteXML software is a vocabulary/management tool that provides re-usable components and consistent definitions. This XML tool will make it easier for projects to deploy XML components built from the IRS XML Common Vocabulary in accordance with IRS XML standards. The IRS Common Vocabulary generates subsets of data for Modernized Electronic Filing (MeF), AMS, and Notices. IgniteXML uniquely manages schema by decomposing schema into smaller re-usable business concepts (Core-Components) that can be used as building blocks to produce new consistent schema typically required to support XML messages in SOA. IgniteXML Organizer and the IgniteXML Consumer Server (ICS) collectively provide a Canonical Model Management solution that uniquely addresses model management through its collaborative, multi-user, role based model management environment and addresses model adoption through its ability to generate, through its web-based component, well-formed runtime optimized XML schemas and/or services that are derived from and conform to the model. The alternative to IgniteXML is to piece together a combination of technologies (data-at-rest modeling tools, XML schema editors, source code repositories, spreadsheets and word documents) and manual processes. This combination would force the IRS to work with their model and XML schema at the file level losing agility and resulting in a slow manual process with change management impact analysis, subset schema size, and governance and adoption difficulties. This notice of intent is not a request for competitive proposals. This announcement constitutes the only solicitation; quotes are being requested and a written RFQ will not be issued. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government's requirement. At no time during the performance of the award shall the level of conformance go below the level of conformance in place at the time of award. At no additional cost, the contractor shall provide information, documentation, and support relative to the supplies and services as described in this Purchase Order. The contractor shall maintain this detailed listing of compliant products for the full contract term, including forms of extensions, and shall ensure that it is current within five calendar days after award and within three calendar days of changes in products being utilized as follows: (a) Product support documentation provided to end-users shall be made available in alternate formats upon request, at no additional charge. (b) End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge. (c) Support services for products shall accommodate the communication needs of end-users with disabilities. [End of clause] 2 IR1052.239-9009 Section 508 Conformance (Sep 2006) Each electronic and information technology (EIT) product and/or product-related service delivered under the terms of this contract, at a minimum, shall conform to applicable EIT accessibility standards at 36 CFR 1194 at the level of conformance specified in this Purchase Order. The following functional performance criteria (36 CFR 1194.31) apply to this contract. _X_ (a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. _X_ (b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. _X_ (c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. _X_ (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. _X_ (e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. _X_ (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided.
