- ERDC Contracting Office intends to solicit one source under the authority of FAR 6.302-1(a)(2)(ii)(A) to The University of Southern Mississippi, 2609 W 4th St STE H, Hattiesburg, MS 39401-5876 for Research and Development services for habitat utilization of the passes on Ship Island by Gulf Sturgeon, Acipenser oxyrinchus desotoi. This procurement is being conducted under Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing or by email to the identified point of contact no later than Monday, 17 September 2012 - 12:00 P.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties must submit proposal for consideration by the Government to jamaya.smith@usace.army.mil. Please use solicitation number referenced in the subject line. The Engineer Research and Development Center (ERDC), Environmental Laboratory is coordinating Gulf sturgeon research activities in the Mississippi Sound for the Mississippi Coastal Improvements Program (MsCIP), particulary these efforts focusing on the fillingof the Camille Cut on Ship Island. Gulf sturgeon are listed as "threatened" under the Federal Endangered Species Act. Our objective for this project is to conduct a multi-year monitoring program to establish comparative habitat utilization of the passes on Ship Island by Gulf sturgeon. Our approach is to assess habitat utilization at both ends of Ship Island and at Camille Cut (i.e., project zone) by monitoring acoustically and non-acoustically tagged Gulf sturgeon before (baseline), during (construction phase) and after the filling of the Cut (post-till). The working timeline for this multi-year program includes 1-2 years pre-fill baseline assessment followed by 3-4 years construction and post-fill assessment resulting in a total project period of 5-6 years(pre/post).
