Description
The Bureau of Land Management (BLM), Oregon State Office, is looking for small business firms who can provide off-site media storage, and provide secure onsite media pickup and delivery services. Sources shall have facilities having the capability to do the following: transfer backup data off-site electronically; sources shall provide all labor, equipment, facilities, transportation and materials required for secure and safe storage of electronic media. Sources shall also provide certification, from the applicable state where the services shall be provided, that the storage building complies (as a minimum) with the structural requirements of the current edition of the Uniform Building Code for the following: Seismic Zone 3, Occupancy Category Importance Factor 1.0, and the other seismic-related parameters (such as site geology, soil characteristics, and building configuration) appropriate for the building. Facilities shall be constructed of a concrete reinforced building structure, may NOT be in a 500-year flood zone, must provide continuous control of temperature and humidity inside the tape vault of approximately 62-68 degrees Fahrenheit and 34-45 percent relative humidity; and shall have 24-hour recording instruments to provide a continuous record of temperature and humidity fluctuations. The storage vault interior shall be isolated from external influences such as vermin, water, moisture, and drafts, and walls, ceilings and floors shall be sealed with a moisture-impervious membrane barrier. Storage vault recorders shall reflect the actual air condition and should be checked daily for accuracy. Printed records showing the continuous temperature and humidity readings are required to be provided to the BLM upon request, and media must be stored a minimum of twelve (12) inches from the structural floor to prevent potential moisture sources. Provide a backup power source consisting of an engine/generator set with sufficient capacity to power environment control, intrusion, fire alarm and extinguishing systems for an extended period. The minimum continuous reserve power shall be seven (7) days of duration for all systems identified herein. Fire Detection and Protection: facility must be a fire-proof building constructed of noncombustible material; walls separating records storage areas from other portions of the building must be six (6)-hour fire resistive, built to Underwriter Laboratories (UL) or National Fire Protection Association (NFPA) specification and so certified by an independent, licensed engineer; entire vault must be protected by a cross-zoned, total flooding automatic fire suppression system (Halon) with direct municipal fire department connection or UL certified central station connection; conduct certified semi-annual dump testing of Halon systems and monthly maintenance of HVAC systems; provide fully-enclosed loading and unloading area with fire detection equipment linked directly to municipal fire authorities or central support station; connect all fire control and alarm systems to stand-by generator power to maintain security in the event of a prolonged power outage; automatic fire suppression system must automatically close all doors, fire shutters, and smoke dampers prior to discharge in order to ensure the effectiveness of the system; and the media storage area must be free of cardboard containers, empty boxes, trash receptacles and other such items. Paper and hard copy storage shall not be in the same location as the media, and the storage of such items as paint, oils, paper records or other flammable material shall be prohibited in the media storage area. Additionally, space heaters, hot plates, coffee makers, duplicating services, battery charges, welding torches or other such ignition sources shall not be allowed in the media storage area. Security 24 hour security shall be provided through anti-intrusion alarms with a connection to a central response unit and/or guard service. Access: provide emergency 24-hour, seven (7) days a week (365 days per year) access to data. Provide secure transmission of online electronic information to ensure data integrity and confidentiality. Equipment: provide recovery technology and assistance to BLM with disaster recovery information to develop a disaster recovery plan, provide on-line access to update pertinent information such as BLM-authorized personnel lists, BLM inventory, tape transactions and pickup/delivery change requests, provide the ability to provide electronic vaulting for increased protection of sensitive data. Provide a web-site for BLM to send/receive e-mail and provide up to date contractor information. Provide special pickup and delivery service within 24 hours and on holidays. Provide emergency delivery service within 2 hours. Small Business firms who possess the capabilities to perform the named services and requirements may submit their qualifications in writing specifically addressing the ability to provide the aforementioned services to the Contracting Officer. This notice is not a request for competitive quotes. The Government will consider all responses received by 11:00 a.m., September 17, 2012, local time (PST). Information received will be considered solely for the purpose of determining the competitive nature of this requirement.
