Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is W911W4-12-T-0186, and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 332439 with a small business size standard of 500. This requirement is a 100% small business set-aside, and only qualified offerors may submit quotes. Any award resulting from this RFQ will be a Firm Fixed Price contract issued on Standard Form (SF) 1449 to the offeror whose quote is the lowest price technically acceptable to the Government, and will contain all clauses required by law, the Federal Acquistion Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The item to be quoted is as follows: CLIN 0001: Qty 3; Description - Fabricate and Erect expanded Metal cages,14'L X 16'H X 8'W/4'W X 7'H Door 2 1/2 X 2 1/2 X 1/4 angle- support 2 X 2 11 gauge- frame, 9 gauge expanded metal. 1/4 x 1/4 wedge anchors spaced every foot, with track along bottom of cage. Prime and Paint expanded metal and framing. See Statement of Work below. Quotes are due no later than 11:00 AM Eastern Standard Time (EST) 19 September 2012. All quotes shall be submitted via e-mail to Kazankina Stewart at kazankina.z.stewart.civ@mail.mil. Telephone communications are not acceptable in response to this notice. NO PARTIAL AWARDS WILL BE MADE. A RESPONSIBLE CONTRACTOR IS CONSIDERED ONE WHO BIDS ON ALL LINE ITEMS. All responsible sources may submit an offer which shall be considered by the agency. Quotes received after the specified due date and time will not be considered for award. STATEMENT OF WORK 1. Background The 470th MI BDE utilizes three tactical equipment maintenance shops located in building 4203, to provide maintenance support for the equipment assigned to Brigade. Building 4203 was converted from a 1942 vintage warehouse and does not have many of the standard features, such as tool and parts storage rooms, of a current maintenance building. The proposed fabricated metal cages will provide secure storage meeting current physical security standards. 2. Objective The primary objective of this project is to provide the mechanics with a storage area to secure repair parts, tool, and shop stock. The cages with shelves will address safety issues with designated space for equipment without cluttering the work area. 3. Scope Contractor shall provide all labor, documentation, spare parts, maintenance supplies, tools, equipment necessary to promptly and efficiently fabricate and erect 3 metal cages. The Contractor shall perform all inspections in accordance with the SOW requirements. All contractor personnel working on this effort must be United States citizens. 4. Requirement: Fabrication and Installation includes, but is not limited to, the procurement of all required parts, labor, ancillary materials, and tools required to complete the specified structure. 5. Place of Performance Location of the work will be performed at Bldg 4203, Fort Sam Houston, TX 78234. One cage should be installed in each shop. There are three shops in building 4203 assigned to the 470th MI BDE as follows: Shop A, 14th MI BN; Shop B, 201st MI BN; and Shop C, HHC 470th MI/401st. 6. Deliverables and Delivery Schedule: Three (3) cages to be fabricated and installed at Fort Sam Houston, TX in three maintenance shops. Each cage shall be 20'L X 8'H X 8'W and equipped with a 4'W X 7'H Door; the cages shall be fabricated of 9 gauge, expanded steel mesh, with: 2-1/2"X2-1/2"X 1/4" angle- support; 2"X2" 11 gauge- frame; 1/4"x1/4" wedge anchors spaced every foot, with track along the bottom of the cage to include prime and paint expanded metal and framing. Fabrication and installation shall be conducted from 0800-1600 local time, Monday through Friday except Federal Holidays. The installation of the metal cages is to be completed within 30 days after award. 7. Acceptance of Deliveries The 470th MI BDE has 10 working days to complete its inspection of deliveries. The Contractor shall be notified in writing by the Contracting Officer Representative (COR) giving the specific reason for rejection.
