- The 502nd Contracting Squadron, 2273 Reynolds Road, San Antonio, TX 78234 is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number 0010190607. The North American Industry Classification System (NAICS) Code for this requirement is 611420, Computer Training. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58 effective 18 May 2012. The Government intends to award one Firm-Fixed Price contract for Band Regalia at Fort Sam Houston, Texas 78234 in support of the AMEDDC&S. Questions regarding this Request for Quote are to be directed ONLY to the 502d Contracting Squadron personnel. Questions should be in writing and sent by email to Magdalenda Hudson-Murray at magdalenda.g.hudson-murray.civ@mail.mil. Answers considered material to the successful receipt of quotes will be made accessible to all potential vendors via an amendment to this solicitation. Submit your quote no later than 5:00 P.M., Central Standard Time, 18 September 2012. Submit electronically by e-mail to, magdalenda.g.hudson-murray.civ@mail.mil. All pricing will remain valid from the date of submission for 30 days. All offers must submit a copy of, a completed copy of their Representations and Certifications. BID SCHEDULE: Potential Offerors are to provide a quote for the supplies listed below. Quote shall include a unit and total price for the following bid schedule: CLIN 0001- LyndaPro, MFR Part No. 1004, Qty- 60, Unit- Each Salient Characteristics are as follows: 1.Unlimited courses for each license suite for 12 months. 2.Courses must be web-based/online, available anytime, from any location. 3.Must provide a wide variety of software training courses, to include office applications, business, design, 3D animation, video and audio photograpy, world wide web, home comuting, and Apple/Macintosh. 4.Use of online course must not require any special software, internet brower only. 5.Certificates of completion. Earn certifications of completion for each course accomplished. ADDITIONAL INFORMATION: The award will be based on a best value (lowest overall cost alternative) determination. The accepted offer will present the lowest-price technically acceptable quote which meet or exceeds the acceptability standards identified in the solicitation. The following evaluation factors, listed in order of precedence, will establish the basis for award: 1.Price/Cost- Provide unit price, quantity, discount terms, and total Firm Fixed Price;and, 2.Technical Capability- A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitiation. This may include product literature, or other documents as necessary. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must: (a) Meet or exceed the salient physical, functional, or performance characteristic specified in this solicitation; (b) Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; (c) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (d) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. (End of clause 52.252-2) 5352.201-9101 Ombudsman As prescribed in 5301.9103, insert the following clause: OMBUDSMAN (APR 2010) a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Unless specified elsewhere in this contract, title to items furnished by this Contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. Title for commercially-available-off-the-shelf (COTS) Software is exempt from this paragraph. The terms and conditions of the software licensing Agreement shall prevail in lieu thereof.
