Description
REPLACE SUBSTATION 2 LETTERS TO UNSUCCESSFUL OFFERORS HAVE BEEN MAILED. **** NOTICE TO OFFERORS**** Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. ****************************************************************** There will be Government Furnished Property (GFP) provided to the contractor for this project. Existing equipment used for the SCADA system will be reused in the new substation. Equipment is located in communications shelter in existing Substation 2. This equipment is new and was installed in 2011. 1. Protocol Converter SEL-3354 Embedded Automation Computing Platform, 1 each 2. RSG2100 Ruggedcom Ethernet Switch for SCADA Network, 1 each 3. Ruggedcom RS-400, 1 each 4. Remote Desktop, 1 each 5. Modbus-TCP, 1 each Contractor shall provide all labor, materials, and equipment necessary to replace substation 2 on Joint Base Elmendorf-Richardson, Alaska. Project will entail the complete design and construction of a new substation to replace an existing substation. Work shall include the complete demolition of existing substation, construction of approximately 7,000 ft of three phase, 12.47 kV, overhead power line, and construction of new substation including SCADA and site improvements such as perimeter fencing, area lighting, and site access. Substation primary is 34.5 kV, secondary is 12.47 kV. The new substation will have one 10/12.5/14 MVA transformer and a prefabricated Power Control Room (PCR) with three 35 kV switchgear assemblies and seven 15 kV switchgear assemblies. A vault will be provided below the PCR to access and manage the cables leaving the substation. Magnitude is between $1,000,000.00 - $5,000,000.00. The performance period is 450 calendar days. Solicitation will be available on or about 15 May 2012 with a closing date of 15 Jun 2012. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation package will be available only through Electronic Posting System (EPS or Fed BizOpps). This will be a 100% small business set-aside with the NAICS code 237130. The size standard is $33.5 million.
