Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on WAD-12-06660 - Please respond with your price quote by 12:30 9/21/2012 STATEMENT OF WORK NFFP7100-12-06660 Southern Resident Killer Whale Annua l Survey and Body Condition Monitor ing C.l Organization Cl.1 Organization The Nor thwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA) I Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. C. l.2 Background and Objective : The NWFSC provides scientific and technical support to NOAA Fisheries for the management, conservation, and wise use of t he Northwest region's marine and anadromous resources. The Ma rine Mammal Program is responsible for research on the ecology, dis tribution, abundance, and threats to marine mammal species in the NW, primarily endangered Southern Resident kille r whales. The Center for whale research has conducted an annua l census of the southern resident killer whale population since 1976. In addition, more recently they have also periodically conducted health assessments of this population and developed and maintained a coastal sighting net work for p r ovide sighting reports of killer whales during the winter months. C.2. Tasks: The first purpose o f this contract is to annually to determine the status of the population of Southern res i dent killer whale population through photo -identification as well as its distribution. The purpose is to determine pod membership and which individuals are present during each sighting. Additional tasks include documenting winter distribution through a coastal sighting network and monitoring body condition and growth using photo- grammetr ic t echniques. C.2. 1 Description : Collect and provide identificat i on and distributional informat i on on resident killer whales, particularly J, K, and L pods but also transient and offshore ecotype killer whales in the inland Washington and coastal waters of the Pacific Ocean off Washington, Oregon, northerncentral California a nd British columbia. 2.1.1 Annual cens us of southe rn res ident kille r whale popUlation The contractor shall conduct annual surveys of the southern resident killer whale population in the late spring and summer each year of the contract that documents the presence or absence of each whale. The contractor shall collect photo-ID data of each southern resident killer whale in the inland marine waters of Washington State. Data collected for each encounter is to include a c l ear photograph of every individual and include the date, time, location of the sighting (descriptive and lat itude/longitude), and which other whales were present. The contractor shall provide estimate of 1. 5 months of GS13 PI time, 2 two GS9 staff for 2 months each, and 2 GS level staff for 2 month, 45 days of vessel time, inclusive of other necessary equipment and office expenses. The contractor shall provide an estimate for daily rate for additional services for each level of staff position and for vessel operations. C.2.1.2 Killer whale body condition C. 2. 1.2a Aerial photogrammetric measurements of SRKW size and g r owth The contractor shall provide services to collect aerial photogrammetric images suitable for measuring a substantial number l ength and width of southern resident ki l ler whales, particularly those previousl y measured. The contractor shall provide an estimate of 2 weeks of staff time by appropriate GS-based wage scale for collection and databasing of new aerial photogrammetry data; provide an estimate of the cost of 7 days of aircraft time and 7 days of vessel time to collect images; provide an estimate of staff time by appropri ate GS-level wage scale to analyze existing images and another estimate for anal yses of addi tional images that woul d be collected. C.2.2 Deliverables C.2.2.1 Southern Resident Killer Whale Census C. 2. 2.1a Weekly reports Provide weekly reports describing all opportunistic whale sightings (resident, transient, or offshore ecotype) collected and where applicabl e which pods, subpods, or individual whales were observed, and their locations/routes (i.e., GPS locations). Data col lected for each encounter is to include a clear photograph of every individual and include the date, time, l ocat ion of t he sighting (descriptive and l atitude/longit ude), and which other whales were present. Any change in body condition associated with health status or anthropogenic interactions are also to be noted. The contractor shall provide a copy of the sighting data in electronic form to NWFSC upon completion of the study. The file will be in Excel format. C.2.2.1b Annual reports Each year the contractor shal l provide a report of the annual SRKW census. The report will include the total number of whales (and by pod) known to be in the population on 1 July and on 31 December. The report on the population status on 1 July will be provided by 1 October of each year and should include a narrative description of the circumstances associated with the addition or loss of each whale. The report shall include all b irths and deaths since 1 July of the previous year and will provide new numbers by pod with a comparison to the numbers reported to the previous census year. The report on the population status on 31 December will be provided by 1 February of the followirg year and should include a narrative description of the circumstances associated with the addition or loss of each whale. The contractor shall provide a summary of the first and last date of observation of all individual SRKW (living and dead) in each year. Birth and death of calves within a year should also be reported. A file of these data will be provided in an Excel format. C.2.2.1c Photo-ID catalogues Provide copies of the SRKW catalogue (1 electronic and 10 hard copies) with of all individuals in each matriline. Electronic copies will include the best available photos obtained to date and the best available photo for the current year. The best available photo to date will include the date the photo was obtained. C.2. 2.2 Killer whale health assessment C. 2.2.2 Aerial photogra mmetric measurements of SRKW size and growth Provide an annual report of new data collected outlining the sample of whal es imaged. The report shall indicate the number of whales wi th images suitable for photogrammetric analysis. C.2. 2.3 The report shall also assess if the resources provided were s ufficient to achieve the t asks by providing an accounting of expenditures by budget category and must specifically address how this contributed to addressing key data gaps and risk facto rs. Invoices submitted wil l provide salary and benefits, trave l and subcontracts wi t h supporting documentation. C.2. 2.4. Al l final repor ts shall be posted on the NWFSC or other federal governmen t websites as directed by the Con tracting Officer. The contractor shall format the final report to meet all relevant Section SOB guidelines for electronic government documents. For example, this i ncludes providing brief written descriptions for all figures, and formatting that a llows screen readi ng soft ware to correctly interpret heading, subheadings, etc. See www.section50B.gov <http://www.sectionSOB.gov/> for complete requirements. C.2. 2.5. The NWFSC reserves the right to accompany the contractor during collection of field data to assess compliance with QA/QC. C. 3.0. Task orders may be issued to the contractor to address issues that may arise in the study of Southern resident killer whales. Such projects may include soci al organization, prey relationships, vessel interac t ions, movements a nd distribution, and health assessment. This list is not incl usive but is given to provide the type of studies that may be required. If such requirements arise, a request for proposal wi ll be sent to the contractor and the contractor shall respond with a cost estimate based on the pre - priced l abor rates contained in Section B of this contract. The contractor shall respond within 5 days or as stated in the request for proposal provided to t he contractor. The statement of work issued by the government will fully explain all requirements req uired by the government. 3.1 Government approval of task order personnel: The contractor shall nominate for approval specific, qualified scientists/observers for each required task order prior to award of the task order. If it becomes necessary to provide substitute personnel, the qualifications of the substitute person shall be submitted to the Contracting Officer for approval prior to substitutions taking effect. 3. 2. The Government makes no guarantee as to the total amount of services to be required and reserves the right to require no task order services during the contract period and to obtain similar services from other sources. C. 4. 0 Point of Contact The contractor shall provide a single point of contact to serve as the project manager or support lead. The project manager shall have a comprehensive knowledge of the type of work anticipated under this contract. This person will not be onsite but available to the COTR as needed. C. S. O Performance C.S. l Place of Performance: Services are to be provided at a location agreed upon by both parties. The contractor is to have all required permits to carry out this research and adhere to the guidelines of those permits while conducting this work. Work will be conducted in the coastal and inland waters of U. S. C.S.2 Period of Performance Deliverables shall be provided to the NWFSC by 31 December of each year of the contract. The period of performance of this contract is from date of contract award through August 30, 2013 C. 6. 0 Extra Se rvices: The contractor is advised not to perform any services under this contract, requested by any person orally or in writing, which is considered to be a change of work or services required by this contract necessitating an adjustment in contract price until he has made a proposal to the contracting officer covering such extra services and has received a notice to proceed. C. 7. 0 Quality Control : The contract is respons ible for producing complete, competent, and thoroughly checked documents within the schedules provided in this statement of work or the task orders. Following the contract award, the contractor shall submit a qual i ty control plan for approval by the Contracting officer. The NWFSC reserves the right to conduct site visits and inspections to assure quality of work and data. C.8.0 Where there is a conflict between the contract and the task order, t he contract shall take precedence. C.9. 0 Da t a Rights The vendor shall have the right to analyze, interpret, and publish the data collected under this statement of work. Publications in the primary scientific literature that use data collected under t his project shall be done i n collaboration with the NWFSC point of contact and/or his designee(s). The NWFSC shal l have the right to analyze, interpret, summarize, and publish these data in conjunction with other data. The NWFSC may at is discretion make the data available to other researchers or to the general public. C. 10. 0 Information Security - The certification and accreditation requirements of clause 73 do not apply, and a security accreditation package i 's ' not required.
