Description
The synopsis issued for this purchase is modified to answer questions, revise the content of the synopsis, and to revise the closing date and anticipated award date. Questions: 1. The solicitation did not provide any dimensions for the van (ISO shelter). We are assuming 8x8x20 ft.? Can you provide the dimensions? Answer: The dimensions are specified in this amended synopsis. 2. The solicitation did not provide any dimensions for the trailer. Can you provide the dimensions? Answer: No, but a specified overall trailer and shelter size requirement is provided in paragraph 3.4. 3. Can the shelter be constructed of composite material, rather than aluminum, if all the other MIL SPEC requirements of EMI, weight loading, etc. can be met? Answer: As specified in the synopsis paragraph 3.1 œShelter shall be constructed of lightweight aluminum.  4. Is it mandatory that the ECU and Generator be mounted on the trailer or can they be mounted within the shelter's ISO envelope in a compartment external to the interior of the shelter? Answer: Specified in this amended synopsis Paragraph 3.1. 5. Paragraph 2.0 states that the shelter shall meet MIL-M-81957 (AS) specs. The specs cover multiple NAVAIR style shelter systems. Which particular NAVAIR shelter system version should we be following? (Turbo Jet/Fan Engine Test System; Turbo Prop/Shaft Engine Test System; Turbo Shaft Engine Test System. Answer: Specified in this amended synopsis paragraphs 2.0 and 3.1. 6. Paragraph 2.0 states that ISO 688 specs must be followed. We believe this is a typo and the ISO spec should be ISO 668. Please clarify? Answer: Corrected in this amended synopsis Paragraphs 2.0 and 3.1. 7. Paragraph 2.0 states that ISO 1496-1 and ISO 668 must be met. Consequently, will this shelter require an International Convention Safe Containers (CSC) certification which the DOD normally requires? Please clarify? Answer: No. 8. Paragraph 3.1: For EMI specs MIL STD 285 was listed. This spec is obsolete and has been replaced by IEEE STD 299. We are assuming we should be following IEEE STD 299? Answer: Specified in this amended synopsis Paragraphs 2.0 and 3.1 œIEEE-STD-299.  9. Paragraph 3.1: The SOW states that a rear entry door is to be provided. However, MIL-M-81957 states that there are two doors required on each shelter and the size of the doors varies with each type of NAVAIR Test System Shelter? Additionally, MIL-M-81957 specifies a window in the door in some cases? Consequently, please specify how many doors are required, is a window needed in the door and what is the size desired? Answer: Specified in this amended synopsis Paragraph 3.1. Also note that a window is not required, but if contractor design utilizes one the shelter must still adhere to IEEE-STD-299. 10. Paragraph 3.1: Regarding EMI requirements, if the MIL-M-81957 spec is used it requires a window in a door. Are we to assume that there is no EMI window requirement? Please clarify? Answer: A window is not required, but if contractor design utilizes one the container must still adhere to IEEE-STD-299. 11. Paragraph 3:1: No internal dimensions are specified for the shelter. MIL-M-81957 has different internal dimensions specified for each of the NAVAIR Mobile Facility versions? It would be helpful for a simplified internal layout of equipment to be shown on a drawing. What is the desired internal shelter dimensions? Answer: Internal layout shall be defined by the contractor, but still required to meet the minimum requirements of the synopsis, see Paragraph 3.1. 12. Paragraph 3.1: After reviewing MIL-M-81957 a common requirement is termed "stuffing box." This is not a common DOD term. Please explain what a stuffing box is and what it's function is? Answer: A stuffing box, as described in MIL-M-81957, is not required. 13. Paragraph 3.1: Interior Non-skid flooring is specified. Is there a requirement for the flooring to be anti-static? Answer: No. 14. Paragraph 3:1: Under MIL-M-81957 NAVAIR shelter tare weights are listed as 4,400 lbs. and the MIL SPEC states that the NAVAIR Mobile Facility cannot exceed 4400 lbs. weight. We believe this tare weight requirement is now obsolete. It may be more accurate to state that the design gross weight (tare weight plus maximum payload) shall be 20,000 lbs which still follows the design gross weight requirement of MIL-M-81957. Please clarify? Answer: Specified in this amended synopsis paragraph 3.1. 15. Paragraph 3.1: The SOW states that the GFE Generator and ECU are to be installed on-board. Is there a mandated location as to where these items are to be installed? Please clarify? Answer: Specified in this amended synopsis paragraph 3.1. 16. Paragraph 3.2: The trailer payload capacity is listed as 13,700 lbs. The shelter payload under paragraph 3.1 states that it must support payloads greater than 15,000 lbs. Is the trailer payload correct or should it be increased to support the shelter weight /payload requirements? Answer: Corrected in this amended synopsis in Paragraph 3.1, Shelter Only and Paragraph 3.4, Shelter and Trailer. 17. Paragraph 3.2: Is there a specified trailer length required? Answer: No, but a specified overall trailer and shelter requirement paragraph 3.4. 18. Paragraph 3.2: "Manual stabilizing/leveling jacks" are listed, as are "front and back adjustable stabilizer/level jacks." Are these the same? Please clarify. Answer: Specified in this amended synopsis in Paragraph 3.2. 19. Will drawings be provided for the statement of work? Answer: No, these are to be developed by the contractor as stated in paragraph 3.3. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure items IAW the following SOW: 1.0 SCOPE. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) requires the delivery of a Mobile, temperature controlled, Electromagnetic Interference (EMI) Shielded, data acquisition van capable of housing data acquisition equipment to meet the needs of High Power Microwave Testing. 2.0 APPLICABLE DOCUMENTS. MIL-M-81957, ISO 1496/1, ISO-668 and IEEE-STD-299 specifications. 3.0 REQUIREMENTS. 3.1 The contractor shall meet the following requirements and specifications for the shelter: - Rigid wall shelter “ Size, and gross weight ratings of the shelter shall adhere to MIL-M-81957 stating Internal dimensions of Length “ 232in, Width “ 89.812 in, Height - 85.500 in, and External dimensions of Length “ 238 in, Width “ 96 in, Height “ 96 in, and a design gross weight (tare weight plus maximum payload) of 20,000 lbs “ MIL-M-81957, ISO-668, and ISO-1496/1 are recommended as applicable documents to reference the type of shelter that is being requested, but are not meant to be rigid requirements “ Shelter shall be constructed of lightweight aluminum “ Shelter requires one rear personnel entry door with a minimum size of 76 in high 28 in wide “ Shelter shall be mounted to a trailer via four ISO tie downs “ Shelter must meet shielding requirements outlined in IEEE-STD-299 to achieve the shielding effectiveness of 60dB attenuation from 150 kHz to 10 GHz. These shielding provisions include all openings that must be modified to maintain the shielding effectiveness for example, gaskets around doors, waveguide before cutoff filters on the air openings, and in-line electrical RFI/EMI filters on the input power wiring and ECU power and control circuits “ This shelter requires installation of customer furnished on-board generator and an environmental control unit (ECU), and all related parts; thermostat, exhaust, shielding and power filtering; the customer furnished equipment shall be mounted within the shelter ™s ISO envelope in a compartment external to the interior of the container, it is understood that this will affect the interior dimensions specified for the shelter, contractor best judgment is required when considering design and placement as to maximize workable interior space, ECU and generator controls, thermostats, etc, are required to be internal to the container located in the personnel working area “ A shore power switch rated at 100A, 60Hz power with a Class L input connector to be installed to allow for switching between shore power and generator power. “ Communications signal entry panel that adheres with IEEE-STD-299 shall be provided “ 30-foot Class L all weather shore power cable “ Shelter and Trailer grounding kit “ Interior to the shelter the contractor shall provide and install, power distribution with overhead lighting, sixteen (16) duplex wall mounted outlets, non-skid flooring, three (3) floor to ceiling 19 inch flexible configuration racks mounted on shock isolators with sliding capability, one (1) approximately 60in long work surface, eight (8) drawer cabinet storage, two (2) roller office chairs with tie downs or storage provisions, interior layout is not critical, but must allow room for 3-5 personnel and workstation and racks shall be adjacent to one another. 3.2 The contractor shall meet the following requirements and specifications for the trailer: Trailer must be equipped with an air-ride suspension, brakes, Department Of Transportation (DOT) approved lights, wiring, and connectors, one (1) single top wind jack for removal of the trailer from transport vehicle, four (4) manual stabilizing and leveling jacks, and a pintle style attachment suitable for transporting by militarized medium tactical vehicle or commercial medium duty truck “ new trailer tires with at least one (1) new spare tire “ A rear stow away ramp shall be provided for pedestrian access to the shelter ™s rear personnel door for ease of entry while mounted on the trailer. 3.3 The contractor shall provide top-level assembly drawings and schematics in PDF format, unless otherwise specified, on newly designed systems. 3.4 The contractor shall deliver the Shelter and Trailer along with the integrated GFE as one unit to NSWCDD ensuring an overall curbside weight of no more than 10,300 lbs, overall payload capacity of 13,700 lbs, overall width of 96 in, and an overall height of no more than 134 in, to the Technical Point of Contact identified in the award document. 4.0 Government Furnished Equipment / Material. The following GFE/M will be made available to the contractor at least 60 days prior to delivery of the final system: 4.1 Power Generator: Model HR30D: 30KW (Intermittent), 27KW (Continuous), 60Hz, 4 cycle diesel (JP-8 Compatible) generator, oil self-cool, with modified exhaust, fixed mounted with access panels for maintenance access, rated 2.4 GPH consumption at full load. 4.2 Ruggedized Fixed Mounted Environmental Conditioning Unit (ECU): Tekgard 42,000 BTU/Hr Cooling / 12,000 BTU/Hr Heating, with wall mounted thermostat, meets MIL-M-81957 Environmental/Temperature Range criteria. The North American Industry Classification System Code is 336212. The Small Business Size Standard is 500 employees. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE SPECIFIED IN THIS NOTICE. Offerors must be registered in the Central Contractor Registration (CCR) in order to receive an order.
