Description
The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), National Enforcement Investigations Center (NEIC), under the authority of the Federal Acquisition Rules (FAR) Part 12, Acquisition of Commercial Items, intends to issue a sole source purchase order to Bruker BioSpin Corp., for purchase of an Advance III HD 500 high performance digital NMR spectrometer, a console, automated sample changer, work station, broadband two channel probe, one year warranty, and eight days of training. Scope and Capabilities: The objective is to obtain an Advance III HD 500 high performance digital NMR spectrometer, a console, automated sample changer, work station, broadband two channel probe, one year warranty, and eight days of training. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Bruker BioSpin Corp. is the only vendor capable of supplying the equipment required. NEIC has the unique requirement of detecting low levels of pollutants in environmental samples, hazardous waste samples, and tissue samples. This unique application of NMR technology requires a state-of-the-art 500 MHz high performance digital NMR spectrometer with cleanest possible spectra with the least amount of interferences. This requires long acquisitions with ultra high sensitivity, dynamic range, selectivity, stability, and durability. NEIC has determined that Bruker's instrument meets this requirements by providing the best specification for electromagnetic disturbance suppression of > 98.9 % (on average) and field stability of < 10 ppb/hr (< 5.0 Hz/hr) and the only vendor with a stainless steel console cabinet enclosure, which provides the cleanest spectra from interferences and better magnet stability and longevity. Only, Bruker's electronics meet NEIC's unique requirements of u ltra high sensitivity, dynamic range, selectivity by providing a superior receiver with a dynamic range of 22-bits, <0.01˚ phase settability and <0.005 Hz frequency resolution. NEIC has determined that shimming is very important to meeting its unique analytical needs. NEIC has determined that Bruker has the unique capability of locking on two peaks simultaneously which provides superior shimming on deuterated solvents then compared to NMRs with the capability of locking only on one peak. NEIC analyzes samples for fluorinated pesticides, which require the identification of these pesticides in matrices with a multitude of potential interferences. This requires a unique automated broadband probe capable of performing experiments of observing 19F with 1H decoupling and observing 1H with 19F decoupling in unattended operation. NEIC has determined that Bruker's "SmartProbe" is the only vendor with a stock automated broadband probe capable of performing these experiments that has proven performance in the laboratory by being on the market for over two years. Environmental stewardship is important to EPA and NEIC. Bruker's magnet has the lowest helium evaporation rate of <13 mL liquid helium per hour (under stabilized conditions, T=20o C, pressure=1030 mbar) and the longest liquid helium hold time of at least 180 days with refill volume not to exceed 57 liters on the market. This eco-friendly magnet will save NEIC money by reducing the consumption of liquid helium over other magnets and help NEIC meet its EMS goals. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 7 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
