Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Nuclear Regulatory Commission intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Nuclear Regulatory Commission is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Quotations from Federal Supply Schedule contracts or GWAC contracts will not be considered. Quotation must be valid for at least thirty (30) days after close of this reverse auction. The following Federal Acquisition Regulation (FAR) (www.acquisition.gov/far) provisions and clauses apply to this solicitation: 52.212-1, 52.212-3, 52.212-4, and 52.212-5, including the following fill-ins in paragraph (b): 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13, Restrictions on Certain Foreign Purchases; and 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration. The following FAR clauses will apply to the resultant purchase order: 52.212-4; 52.212-5, including the following fill-ins in paragraph (b): 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13, Restrictions on Certain Foreign Purchases; and 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration; and any license agreement(s). License agreements would become an Addendum to the purchase order, as set forth in clause 52.212-4(s). The Government intends to award a purchase order to the responsible offeror that is an authorized reseller/business partner of EMC for the required renewal whose technically acceptable quotation is deemed to represent the lowest price. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The Government will only consider quotations from sources that are authorized by EMC to provide the required renewal of EMC Documentum software licenses and related support. The Offeror should provide written evidence with its quotation that it is authorized by EMC to provide the required Documentum renewal. The following Section 508 standards apply to this acquisition (see www.section508.gov): o1194.21 Software applications and operating systems. o1194.22 Web-based intranet and internet information and applications. o1194.41 Information, documentation, and support. Documentum has been in use at the NRC for three years. It provides a secure repository (server) and search capabilities for SLES documents and information. EMC and its authorized reseller(s) are the only sources to provide support and maintenance for the items listed in this document. The software license maintenance support renewal being purchased allows for the continued support and upgrade of the existing EMC Documentum solution without unnecessary disruption and risk of SLES information being exposed, while being more cost effective and less disruptive to the agency than to acquire a new solution.
