- The Federal Bureau of Investigation (FBI) intends to award a sole source bridge contract to American Systems Corporation, 14151 Park Meadow Drive, Suite 500, Chantilly, VA 20151 for latent print support services on a Time-and-Materials basis under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-2. The purpose of this action is to provide continuity of services while the FBI resolves a protest to solicitation 12-P-LDQ005664 through the Government Accountability Office (GAO). In order to maintain continuity of services the FBI must contract with American Systems to maintain these critical services. The period of performance shall be for 100-day period to allow sufficient time for GAO to issue a ruling (time limit imposed by 4 C.F.R. 21.9) on the protest. However, it remains unknown whether a supplemental protest(s) will be submitted in response to the Agency Report, what the ruling of the GAO will be, and what action, if any, will be required before latent print support services under solicitation 12-P-LDQ005664 will be available. It is not in the best interest of the Government to compete this short-term requirement due to the complexity of the work and the considerable resources; the FBI expects transition to require. The FBI does not believe it is in the Government's interest to administer a transition now, and again in approximately three months. The solicitation preparation and evaluation would result in a duplication of effort and incidental costs on the part of Government personnel. Extensive research conducted with knowledgeable individuals in Government and the related industry has determined American System Corporation is the only responsible source capable of meeting the FBI's requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 9:00AM Eastern on Friday, September 21, 2012 to Ms. Lynda M. Theisen via fax @ 703-632-8480 or by email to Lynda.Theisen@ic.fbi.gov. All correspondence shall reference RFQ 12-P-070112B514. Phone calls will NOT be accepted. Information received will be used solely to determine whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 15. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
