Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a Small Business set-aside.. The NAICS code applicable to this acquisition is 713990. The U.S. Army Contracting Center - Aberdeen Proving Ground (ACC-APG) in support of the Asymmetric Warfare Group has a requirement for the following commercial items. The solicitation number is W91CRB-12-T-VERT. The resultant order will be firm fixed price. The requirement consists of the following: Climbing and Rappel Tower: This tower will be used to replicate vertical environments and should be engineered for safety and durability. The exact design is required to accommodate the disciplines of movement in a vertical or subterranean environment where ascending and descending are critical. 1. Utility pole or steel pole construction for vertical supports. 2. Dimensions: 16' x 16' (256 sq. ft. per deck); 44' height of top deck 3. All face decking will be 2"x 6" T&G treated lumber and finished with wood preservative 4. (1) High rappel face (feet-on), full width of structure. Face has 4 framed window openings, and a door entry at grade that is fully locable. 5. (1) High rappel face (feet-free) lane with cantilevered top deck for clean exit / 6. FRIES (fast-rope) lane with framed doorway exits at sub-deck levels made from high quality steel and bolted with lag inch lag bolts to flooring. 7. Climbing face with variable terrain - low angle, vertical and overhanging terrain with hand holds installed. Each variable terrain section will be a minimum of 3 feet wide by 10 feet in length. 8. (1) Short, (15' tall) low angle rappel practice face from deck #1 9. (3) Hitching post and floor anchors, offering 6 rappel stations on top deck 10. (2) Hitching post and floor anchors, offering 4 rappel stations on deck #1 11. (1) FRIES Anchor system at top deck 12. A cabled personnel-fall-protection-system for all on top deck and all critical edge, decking in the form of inch cable 13. Code approved internal stairway accessing all decks 14. Shed roof with steel sheathing 15. (2) Operational intermediate decks to access lower level windows and doors. 16. Removable Railing on each deck critical edge 17. 360 climbing handholds (can be relocated with cap screw bolt) 18. Approximately 360 t-nuts distributed on climbing face for handhold locations 19. Lead Climbing anchors sufficient for 2 lead routes made of inch eye bolts 20. Lightning protection 21. Design and installation to meet local building code 22. Impact mitigating ground surface (Pea Gravel) around structure (10' zone) with cribbing on all four sides 23. Electrical power service on top and bottom floor with two receptacles at each location. 24. Lighting on ground and top floor. 25. Flood lights to cover both climbing and rappelling surfaces. 26. 6 ' tall chain link fence around the outer dimensions of the structure 27. Two walk-in entry gates on opposite sides of the fenced area. 28. Locking metal door on bottom level 29. Appropriate engineering to make this structure safe and durable. 30. All materials and hardware 31. Constructed with-in 180 days after award of contract. Quotation submission instructions - 1.Quotes shall be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address, and FAX number; (2) Solicitation number; (3) Unit price and extended prices; (4) Contractor DUNS number and Commercial, Government Entity (CAGE) Code and Tax Identification Number; (5) Signed acknowledgements of any amendments, if any amendments to this combined synopsis/solicitation are issued. 2.Quotations shall include the name, phone number, and e-mail addresses of at least three customers for whom the product proposed has been provided in the past. If the product proposed has never been provided, the quotation shall so state. Evaluation - 1.The Government intends to award a contract resulting from this combined synopsis/solicitation without conducting discussions. 2.The Government intends to award to the responsible offeror proposing the lowest priced technically acceptable item.
