Description
Government of Georgia (GOG) has received a grant from the Government of the United States through the United States Agency for International Development (USAID) for improved Infrastructure, Economic Opportunities, and Support of Internally Displaced Persons and intends to apply part of this grant for rehabilitation of drinking water systems within appartment buildings in the city of Gori "Kombinati Residence". The purpose of the project is to improve sanitary-hygienic conditions for approximately 122 apartment buildings with 10,000 residents and over 3,750 households (subscribers) in Kombinaty Settlement in Gori City through the rehabilitation of the internal potable water supply piping system and installation of water meters in each of the buildings. The internal main networks from the external main network of the settlement are to be replaced including the water lines in the yards and basements. New water supply risers will be installed for every entrance and the subscribers will be provided with individual water meters. As for the flats of so called "Hostel" type at No. 3, 4, 5 of Khakhutashvili St., and No. 6 - 10 of Moskovi St., provision of individual water meters are not envisaged as the units such as toilet, bathroom and laundry are of common usage in these flats. This Contract is for the design and construction - Rehabilitation of Drinking Water Systems within Apartment Buildings in the City of Gori, "Kombinati Residence " including all investigations, surveys, engineering evaluations, special studies, preliminary and detailed designs and documentation (including permissions to work according to relevant national regulations, working drawings for construction, technical specifications and as-constructed drawings); and rehabilitation construction works. Contractor shall prepare designs and rehabilitation/installation of Drinking Water Systems within Apartment Buildings in the City of Gori, "Kombinati Residence ". All Works must be completed by 8 (Eight) months after Start Date. Bidding will be conducted through competitive bidding procedures, in accordance with USAID policy, and is open to all bidders listed in USAID Geographic Code 937, as defined by USAID source and nationality regulations 22 C.F.R. Part 228 (http://www.gpo.gov/fdsys/pkg/FR-20101-10/html/2011-33240.htm), or 110 Geo Code Countries (currently the United States, Georgia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan) in effect on the date of acquisition. Interested eligible bidders may obtain further information from the Municipal Development Fund of Georgia (MDF) office at the address below from 10:00 to 18:00 hours. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of GEL 300 (three hundred) or equivalent. The minimum required average annual turnover of construction works for the successful Bidder in the last three years shall be GEL 2,950,000 (USD 1.7 mln US Dollars) 2. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: GEL 350,000 (USD 212,000 US Dollars) 3. Participation as contractor, management contractor, or subcontractor, in at least one (1) contract within the last three (3) years that have been successfully and substantially completed and that are similar to the proposed Works, each with a value of at least: GEL 1,200,000 4. Participation as lead designer, in at least two (2) contracts within the last three (3) years, each with a value of (construction works) at least - GEL 1,200,000 that have been successfully and substantially completed and that are similar to the proposed Works. The details are given in the Bidding Documentation package. All bids must be accompanied by a bid security in the amount of GEL 30,000 equivalent.
