Description
This is a combined/synopsis solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI12155 and the solicitation is being issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-61) dated September 13, 2012. The associated North American Industry Classification System (NAICS) code is 334516, which has a small business size standard in number of employees - 500. This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures (SAP). This requirement is not considered a small business set-aside, however, small, small disadvantage, minority, veteran owned, and HUB zone companies, etc. are encouraged to submit quotes. All responsible sources may submit an offer that will be considered by the Agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure an AKTApurifier chromatography system and accessories on a sole source basis from GE Healthcare, the only known manufacturer. Line item#s/Description/Quantity: 1) Superloop 10 ml AKTA (Qty - 1) 2) AKTApurifier 10 w/950 + controller (Qty-1)- includes the following: AKTApurifier 10 chromatography system, fractionation kit, conductivity cell, monitor pHC-900, buffer prep kit, HP8200 Elite Raid1 windows 7 with monitor, FRAC950 with rack for a 16mm tubes, Unicorn software package and system start-up. The system will be used for separation of proteins from contaminant. The AKTA system and accessories are necessary for compatibility and to be interchangeable between our existing in-house AKTA multiple systems. Also, the compatibility of input method and output data software (Unicorn) files between instruments. The following factors will be used to evaluate offers: a) technical capability to meet required specifications; b) Price and c) Warranty. Place of delivery is NIH/NIAID, Rockville, MD 20852. FOB point -Origin. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors- Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) at https://www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in SAM will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 4:30 P.M. Eastern Daylight Time on/by Tuesday, September 25, 2012.
