This will be a firm-fixed price (FFP) requirement for the purchase of two aerosol size spectrometers. (Requirements listed below) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) The solicitation number is issued as request for quotation (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 (iii) This will be a small business set-aside under NAICS code 334516; size is 500 employees. (iv) Contract line item number(s) and items, quantities and units of measure are listed below: CLINDESCRIPTIONQUANTITIYUNIT PRICETOTAL PRICE 0001Aerosol Size Spectrometer2 each$$ (v) Description of requirements: An aerosol size spectrometer is required for providing particle size data over the range of 0.3 to 30 micrometers in real time. The instrument must be capable of providing particle counts and particle mass distribution in real time. The instrument must capable of providing high resolution particle size information over a minimum of thirty size channels or bins. The aerosol spectrometer particle size must be calibrated using NIST traceable standards. The instrument must be capable of handling counts as high as 2 million particles per liter without significant coincidence error. Sampling flow into the instrument must be in the range of 1 to 2 liters per minute. The instrument must have a small physical size (< 3 liters in volume) with a maximum single dimension of 10 inches as it must be used in a confined space. The instrument must be capable of logging data continuously at intervals no longer than 10 seconds into internal memory for a period of time of at least 6 hours and be capable of downloading this data via serial port or usb interface to a computer operating with suitable software operating in the Windows 7 environment. (vi) Product is FOB Destination and delivery shall be delivered no longer than 30-45 days after receipt of order. (vii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. (viii) The provision at 52.212-2, Evaluation -- Commercial Items, will be used, and the quote will be evaluated lowest price technically acceptable (LPTA). Technical acceptance will be based on the description of requirements. (ix) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (x) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. In addition, the following FAR clauses cited in the 52.212-5 are applicable to the acquisition: 52.203-13, 52.219.8, 52.222-26, 52.222-35, 52.222-36, 52.222-50, 52.219-6. (xi)Additional clauses which apply to this acquisition are: 52.212-3, 52.212-7000, 52.212-7001, 252.232-7006 (xii) The date, time and place offers are due. - Offers are due through FedBizOpps by close of business (COB), Eastern Standard Time, 26 September 2012.
