Description

Premium Secure Socket Layer (SSL) Brand Name/Sole Source Justificxation NOTICE OF INTENT - BRAND NAME SOLE SOURCE JUSTIFICATION The U.S. Department of Education, Office of Federal Student Aid has a need to acquire Premium Secure Socket Layer (SSL) certificates on brand name/sole source basis to VeriSign located at 487 E. Middlefield Road, Mountain View, CA 94043-4047. These certificates are used to ensure data security by offering encryption on the FSA's external websites. The Department's determination not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within its discretion. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than September 21, 2012 at 4:30 p.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. Interested parties may submit any information for consideration by the Department via email to todd.anthony@ed.gov with "VeriSign SSL" referenced in the subject line.
