- The Network Office (NCO) is issuing a Source Sought Notice to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB) and Small businesses (SB) that can provide VA Communication Training for Nurses at VA Palo Alto Health Care System. The Period of Performance on/about October 1, 2012 through September 30, 2013. Title of Project: COMFORT-VA Communication Training for Nurses Scope of Work: The contractor shall provide VA Communication Training for Nurses Contractor will provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. The purpose of this one-year project is to disseminate expertise for nurses that are specific to the care of Veterans at the end of life. This project will provide faculty for a communication curriculum and deliver a workshop; tailoring existing COMFORT curriculum to meet the unique educational needs of nurses who care for Veterans; provide written format of the curriculum for further distribution; and conduct three COMFORT-VA Communication workshops for up to 24 nurses. Background: Nurses are required to have effective communication skills in order to meet a majority of the Veteran Health Care Service Standards, such as: (1) treating patients with courtesy and respect, (2) supporting patient's emotional needs, (3) providing information and education about condition, treatments, and tests, and (4) ensuring patient involvement in decisions about care. Several VHA Directives detail communication skills including communicating test results to patients in a way that facilitates their involvement in care (VHA Directive 2009-019); primary care coordination (VHA Directive 2012-011) which requires communication within the primary care team, with patients, for discharge, telephone triage, specialty consultation services, and the provision of spiritual and pastoral care procedures (VHA HB 1111.02). In addition, VHA Directives now focus on the role of the primary caregiver (VHA Handbook 1141.01) which involves the integration of medical education, improving quality of care, and meeting care needs at end-of-life, and establishing partnerships with family caregivers to assist with psychosocial rehabilitation (VHA HB 1163.04). Effective communication skills are also needed to meet patient-centered medical homes, a goal of VA healthcare, characterized by honest, respectful, and culturally sensitive communication between the patient and team. No formal solicitation document exists at this time. The proposed NAICS code is 611710 and the business size standards is $7.0million. At this point in the procurement process the VA is performing market research to determine the interest of Service Disable Veterans Owned Small Business, Veteran Owned Small Business, Hubzone Small Business, and Small Disadvantage Businesses (8(a)).
