Description
The Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA 22134 intends to award a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity follow-on production contract to Oshkosh Defense, a division of Oshkosh Corporation, 2307 Oregon Street, Oshkosh, WI 54903-2566 (Cage Code: 45152) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This intent is subject to final approval in accordance with FAR 6.304. The proposed contract action is a follow-on contract to procure the following estimated quantities: 85 Logistics Vehicle System Replacement (LVSR) variant vehicles, 85 various kits (Weapons Mount Kits, Armor Kits, etc.), and Logistics Services. The Marine Corps has previously purchased approximately 2,000 total LVSR Variant Vehicles that are currently being fielded or have been fielded and are in current use in the operating forces. There is reasonable basis to conclude the Marine Corps minimum needs can only be satisfied by awarding a sole source contract to Oshkosh Corporation. If the award were made to any other source, the result would be substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's immediate wartime requirements. The estimated magnitude of the contract value is approximately $66.5M. The North American Industry Classification (NAICS) Code is 336120, Heavy Duty Truck Manufacturing. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data, and past performance data for this requirement, no later than 15 days after this posting. White papers should be submitted to Mr. Richard Baumgartner, Marine Corps Systems Command, 2200 Lester Road, Quantico, VA 22134, or by email to randall.jewett@usmc.mil and copy richard.baumgartner@usmc.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone calls will not be honored.
