- This announcement is for informational purposes only. A Notice of Opportunity was issued on September 19, 2012 to all interested energy service companies (ESCOs) holding Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contracts (ESPCs). The Notice of Opportunity was issued to the DOE ESPC contract holders under the authority provided in 42 U.S.C. 8287, 10 CFR 436 Subpart B, and FAR 23.205. To fulfill the President's energy-reduction mandate, as promulgated by Executive Order 13514 and by Presidential Memorandum, the General Services Administration, Public Buildings Service, Region 2, is seeking to implement various energy conservation measures (ECMs) in 11 facilities located in Manhattan, Brooklyn, and White Plains, New York, and covering a total area of approximately 8,583,058 gross square feet of conditioned space. The primary goal of this project, after implementation of the selected ECMs, is to achieve a 20 percent reduction in Region 2's average annual consumption of energy. Another goal of this project is to achieve a 26 percent reduction in Region 2's average annual consumption of water. The total value of this acquisition is estimated at between $70 million and $80 million. The selected ESCO will be responsible to design, construct, and finance the entire project and to guarantee the annual energy, water, and energy- and water-related cost savings. In accordance with the DOE ESPC contracts, this procurement will be conducted using a two-phase selection process. Award of a task order will be made to the ESCO considered to be the most technically qualified offeror subsequent to its development of an acceptable Preliminary Assessment and Investment Grade Audit as well as its submission of a price proposal and financing agreement that is acceptable to the Government. The selected ESCO will be required to submit an acceptable Subcontracting Plan for utilizing small business concerns, 8(a) small business concerns, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and women-owned small business concerns as subcontractors to the maximum extent practicable on the proposed project. Small business concerns that are interested in being considered as a potential subcontractor or consultant for this project are encouraged to market their services to the various DOE ESPC contract holders.
