- Amendment 0004 The Purpose of amendment 04 is to incorporate the final questions and answers into Solicitation No. M00264-12-R-0062 in its entirety. SOLICTATION: M00264-12-R-0062, MCIA Parking Facility Physical Security and Access Control QUESTIONS AND ANSWERS Question 1. Due to Fast Track RFP responses by September 21, 2012 is it important to follow proposal formatting as stated in Addendum to FAR 52.212.-1 paragraph L-3.3.1 Answer 1. Yes, in order for a fair evaluation to occur, please adhere to all requirements per subject solicitation Question 2. Performance Work Statement (PWS) paragraph 7.0 Qualification Requirements states....."interested parties shall be Quintron certified technician"....would it not be in the best interest to MCIA to make sure that all Firms that responds to this RFP are Certified Quintron "Value Added Resellers" (VAR) to include having Quintron VAR's add Tech staff "Certificates of Certified Quintron Training"? Answer 2. The importance is that the service technician be Quintron certified and have a thorough knowledge and understanding of the AccessNsite 7.9.0 software. While there is no requirement to be a Value Added Reseller, however it could be considered an added benefit. Question 3. Also, as part of Past Performance add statement to include at a minimum of five (5) Quintron Systems serviced in the past 5 years? Answer 3. Addressed per subject solicitation - Pg 57 Factor 3-Past Performance: "The Offeror must provide, if available, three (3) relevant..........." Question 4. "Requirements Information"... paragraph 7-Questions, page 5 of 62 does not provide RFI cutoff date? Answer 4: CLARIFICATION - Questions shall be submitted NLT 1:00PM 20 Sept 2012, - one (1) day prior to solicitation close date (20 Sept 2012). Note: The Gov't will not extend the close-date. Question 5. Section SF 1449 Continuation Sheet page 3 of 62 Item NO. 0001 Base Year......does RCO require this line item itemized to reflect Tasking breakdown as follows: B.1- Base Year Annual "Preventative Physical Security Maintenance" (PM) cost data? B.2 -MCIA New Parking Deck for additive Quintron System & Panasonic CCTV cost data? B.3 -MCIA Quintron System additive for Huchmuth Hall, Swain Building and Building 3300-Suite 124 as shown on RFP one line diagrams page 53, 54 and 55 cost data? B.4- "Five Eyes (FVEYs) cost data? B.5 - MCIA Quintron "Badge Interoperability Program" additive upgrade cost data? B.6 - MCIA Pentagon HQ "Photo ID Badge System Upgrades and Database Partitioning with facilities at MCIA Quantico Marine Base cost data? Answer 5: Yes. Please adhere to all requirements per subject solicitation. Question 6. Paragraph 1.0 General: Annual repair and preventative maintenance (PM) services......it has been noted to Quanta Systems in the performance of Contract NO. M00264-11-P-0419 for MCIA this past year by our Safety Business Manger that PM's related to exterior light pole PTZ Cameras mounted at heights of 25 feet plus requires a man-lift with safety harnesses to include a standby safety watch Tech while other Tech on man lift is servicing pole mounted PTZ Cameras is a must in order to meet OSHA requirements. RCO should advice other bidders of this requirement since there are several exterior pole mounted PTZ Cameras. Answer 6. MCIA complies with all known/applicable OSHA safety regulation; however, is not aware of applicable regulations for this requirement. Question 7. Paragraph 4.3 Five Eyes (FEYEs) please elaborate on how FEYEs and Quintron AccessNsite database integration if any has anything to do with next sub-paragraph of 4.3? Answer 7. It is a requirement to create separate control groups within the Quintron AccessNsite software database in order to ensure FVEYs personnel are restricted to approved areas and will not be able to gain access to other areas controlled by card readers. Question 8. Paragraph 4.4 please elaborate on statement............."standalone system with duplicate database information for use as a backup system. The Contractor shall provide all hardware required to produce this replicated system, which will be located at a separate location". This statement does not appear to be a line item in Base Year Contract? Answer 8. The requirement is to create a standalone instance of the ICBIP access database for use at Marine Corps Intelligence Department spaces within the Pentagon. This will allow personnel at Intelligence Department to create their own Intelligence Community Identification Badges. Question 9. Also, require additional detail data for deliverables by Contractor for this Task to include location TBD location if not at Quantico Marine Base Quantico VA. Paragraph 8.0 Place and Period of Performance: Answer 9. The TBD location is Marine Corps Intelligence Department spaces within the Pentagon. Question 10. c..............."MCIA Temporary Trailers, Bldg 27402, MCB1 Quantico VA"................can you advice listing of security products at this location to be included in PM Service Contract for Base Year plus Option Years? Answer 10. This location is not included in this requirement. Question 11. Five Eyes (FYEYs) AUSCANNZUKUS...........................The Contractor shall provide the necessary hardware (see below list of equipment and diagrams for each location)?.............It appears that RCO is requesting Contractor to provide products listed in Item I-Building 3300 Suite 124, Item II-Huchmuth Hall Main HQ Building, and Item III-Swain Annex Building? Please clarify on how and why listed products for Items I Thru III relate to FYEYs? Answer 11. The items listed under FVEYs paragraphs I, II, and III, are a listing of the equipment already purchased to support this new program. Proposals will need to identify any additional items, which may be missing from these lists, that would be required. This equipment was purchased under the current support contract. Question 12. Quanta Systems, LLC dba Black Box Network Services is requesting a Bid extension date to September 24TH 2012. Answer 12. NO. Please adhere to all solicitation requirements. Question 13. Attachment 1 (page 47 of 62) second paragraph states-------"The Contractor shall provide the necessary hardware....................................NOTE: Quanta Systems, LLC has already provided equipment listed for Item I-Suite 124 Building 3300, Item II-Huchmuth Hall Building Main HQ, Item III-Swain Annex Building and Item IV- Swain Annex Building Card Readers for 3RD Floor Additive Doors, to include Quintron AccessNsite Software version 7.9.1 for Cluster Servers in accordance with previous service contract M00264-11-P-0419 CLIN Item #002? Answer 13. Please adhere to all solicitation requirements. SEE RESPONSE ABOVE PROVIDED FOR Question 14. PWS paragraph 4.1.b states.......Attachment "A" provides listing of currently installed ESS can only find GFP listing of installed ESS? Answer 14. Material list was originally shown as Attachment "A", but has since been incorporated into the body of the PWS as Paragraph 15. Paragraph 4.1.b should be rewritten as follows: "4.1.b. Provide bi-annual preventive maintenance inspections, to include cleaning all cameras and ensuring all equipment on Government Furnished Property List (paragraph 15) and as shown under FVEYs lists I, II, III, and IV on pages 47-49, is operating properly." Question 15. PWS paragraph 4.2 states......Guard Shack Attachment 2 provides a detailed listing and schematics for this task........cannot find Attachment 2 only listing of equipment for new parking deck in Attachment 1? Answer 15. The "Guard Shack" is actually the Command Security Office located off the Lobby of Hochmuth Hall. Question 16. The specification refers to "MCIA temporary trailers, Bldg 27402" what are we to provide at, on or in these trailers? Answer 16. Same answer as for question 10. This location is not included in this requirement. Question 17. Are we to provide an additional DVR to accomodate the new CCTV equipment in the garage, or is that GFE ? Answer 17. NO additional DVR is required. This will be GFE. Question 18. Please clarify the "Five Eyes (FVEYs) requirement. Are you requiring that additional access groups be programmed into your existing database, or are you requiring your existing database to be partitioned? Answer 18. We require additional access groups to the existing database, NOT to have the existing database repartitioned. Question 19. Is it acceptable to configure the parking garage using HID readers interfaced into your existing Quintron system, utilizing your existing database, as long as we maintain the proper isolation? Answer 19. Yes, as long as you are ready to extend fiber from the garage to the CSO control station you can do this. If your solution is to hardwire the garage access points then you WILL be required to install a standalone database in the electric closet in the garage. Question 20. Will the Government be supplying the computer required for the Badge Interoperability Program (ICBIP) Data Distribution Engine? Answer 20. Per Solicitation pg. 40 par.4.4 (bottom of par) "The Contactor shall provide all hardware required to produce this replicated system, which will be located at a separate location. " Question 21. Is GFE Panasonic DVR to be installed in New Parking Deck electrical closet as a standalone CCTV system? Answer 21. Yes, it would be used as a backup if communication to primary database, located in SOC, is interrupted. Question 22. Is Laptop noted in New Parking Deck BOM to be utilized for standalone vehicle access control and standalone CCTV? Answer 22. Yes, it would be used as a backup if communication to primary database, located in SOC, is interrupted. Space in the closet is limited, so laptop is required, as it is smaller, more compact and mobile, facilitating periodic database synchronization. Question 23. Section 1, General requirement, as listed on the PWS for "annual maintenance services" asks for emergency/routine repairs. The specific requirements listed under section 4.1-a indicates that the contractor shall "provide all necessary labor, repair parts, (etc.)... to maintain the equipment." The government is asking for a "lump sum" bid and the contractors can forecast the time required for the routine maintenance, however, it is difficult to anticipate what the replacement/failure incidence rate will be. The question is: How can the contractor forecast the parts that will be required during the next year? Are you looking for a per-item cost for parts (per attachment "A") and labor to install? Answer 23. Recommendation is to use equipment manufacturer break/fix or replacement/failure information for forecasting these costs, and to identify what was used in the calculation so it can be properly evaluated for accuracy. Question 24. Section 4.1-c and section 4.1-d ask for on-call, on-site, and/or telephonic support. This is a typical service and can be provided. The difficulty comes with the quantification of the services. The question is: How does the government expect the contractor to quantify the level of effort requested for on-call support? Is there a past incident history available to assist the contractors in pricing? Answer 24- Recommend contractor calculate the cost based upon dispatch of one technician for "X" hours of onsite support. You could then identify and calculate in an escalation rate if support exceeds period identified. Question 25. Section 2.0, General cites the ICS 705 and the "old" DCID 6/9 as references. The last line of the paragraph states that "This directive will be the minimum standard". As the ICS is a "standard" and the DCID is a "directive", we are confused as to which you are referring. Our assumption is that you wish to comply with the current ICD/ICS 705. Will you confirm that the minimum standard is the ICS-705 Technical Specifications? Answer 25.- Yes, ICS-705 is the minimum standard.
