Description
This requirement was previously posted under RFI SAQMMA12I0001 DoS DS CTO Mission Critical IT Support. The DS Office of the Chief Technology Officer (DS/EX/CTO) has the authority and responsibility for managing and implementing the IT program requirements of DS in a manner that facilitates the achievement of Bureau performance goals. The mission of the CTO is to provide effective information resource management for the Bureau: to maximize the accessibility and utility of information for all DS personnel and stakeholders through excellence in service delivery, program management and innovative technology applications. The CTO provides the resources necessary to collect, assimilate, and distribute the information essential to the Bureau's primary mission of providing a secure environment for the conduct of American diplomacy and the promotion of U.S. foreign policy worldwide. The CTO supports the Bureau's performance management goals through internal adherence to quality standards in all areas of its operations and is evidenced by their current organizational ISO 9001 Certification. These standards are required to allow the organization to meet internal performance measures that support federal and Department of State IT management, security and operations policies and regulations. The accomplishment of the Bureau's mission is largely supported by the IT applications developed and supported by CTO many of which involve inter-agency discussion and cooperation due to integration requirements. Innovation is required to support this dynamic environment, where change is a constant, and modernization and improvement projects utilize a blend of custom developed and commercial-off-the-shelf software applications. These applications are based on a variety of technology platforms with specific capabilities. To support the diverse requirements of the Bureau, CTO consistently manages up to 75 IT projects on a concurrent basis. The work referenced in this request is to provide the Bureau of Diplomatic Security with real time services for Development, Modernization and Enhancement of the IT systems that enable the Bureau to conduct Department of State worldwide security and law enforcement missions. The scope of this requirement encompasses obtaining the Information Technology (IT) support services necessary to perform in functional areas such as: Project management, Custom software development, Software & product integration and configuration, quality management and assurance, Testing, Requirements gathering and business analysis, Solutions architecture, Strategic planning, System deployment & transition to operations, Training, Technical writing, enterprise architecture, and, to a lesser degree, systems maintenance and operations support. Additionally some limited telecommunications/networking knowledge and Web site support is required. The services acquired also include the program management and administrative support necessary for the preparation and update of systems documentation and related services. The purpose of the procurement is to acquire software engineering Development, Modernization, and Enhancement (DME), technical, operations and administrative support for the Bureau of Diplomatic Security. DME work includes support for any and all phases of the software development life cycle. Technical support services include Level 3 support, software maintenance, analytical and research support, testing and installation of patches, and development and deployment of emergency or urgent releases. Operations support may include managing deployments of applications, administering users, updating security patches, performing database backups, proactively monitoring and tuning database and providing operational training. Administrative support includes quality management & assurance, configuration & change management, financial reporting, executive level administrative assistance, coordination and administration of internal governance committees and boards. The contractor will execute numerous projects and will also support numerous Automated Information Systems (AIS) that support the Bureau of Diplomatic Security's mission. Work to be performed under this contract will support the mission of DS/EX/CTO to provide effective information resource management for the Bureau of Diplomatic Security; to maximize the accessibility and utility of information for all DS personnel and stakeholders through excellence in service delivery, program management and innovative technology applications. The scope of this requirement encompasses obtaining Information Technology (IT) support services necessary for requirements definition, design, development, implementation, testing, deployment, and operations and maintenance for the Bureau of Diplomatic Security's technical solutions. The services acquired will also include program management and administrative support necessary for the preparation and update of systems documentation and related services.
