Description

The Internal Revenue Service (IRS) Midstates Area Procurement Office intends to issue on a sole source basis with Bureau Van Dijk Electronic Publishing, Inc. for a quantity of 1 year database access to Orbit and Transfer Pricing Catalyst Royalty Module, ORBIS, royalty agreement data, and OSIRIS database access and database for access to royalty rates and records from actual intellectual property licenses. The services required can only be performed by Bureau Van Dijk Electronic Publishing, Inc. because they are the only vendor which provides the quality and scope of the data required by the IRS at this time. The resulting purchase order will be for a one year period, with a period of performance from October 1, 2012 through September 30, 2013. The Government intends to solicit and award with one source under the authority of FAR 6.302-1. This synopsis is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 am (CST) on September 24, 2011. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
