Comment Template Draft MSPP Application Appendix E Draft MSPP Application Appendix D Draft MSPP Application Appendix C Draft MSPP Application Appendix B Draft MSPP Application Appendix A Section IV Draft MSPP Application Appendix A Section III Draft MSPP Application Appendix A Section II Draft MSPP Application Appendix A Section I Draft MSPP Application Cover letter to accompany draft MSPP application The U.S. Office of Personnel Management (OPM) is charged with implementing the Multi-State Plan Program (MSPP) as authorized by Section 1334 of the Affordable Care Act. Specifically, OPM is responsible for contracting with at least two health insurance issuers to offer individual and small group coverage through multi-State plans (MSPs) made available on the Affordable Insurance Exchanges. Health insurance issuers who wish to offer MSPs will complete an application. At this time, OPM is requesting comments on the draft MSPP application. We are interested in receiving comments from prospective Applicants as well as any other parties with an interest in the MSPP. OPM is not accepting applications from health insurance issuers at this time. The attached draft application is released only for the purpose of soliciting comments. The attached cover letter provides instructions for submitting comments. Comments are due by October 22, 2012.
