- This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is AG-3144-S-12-DK-0023. This acquisition is being solicited as full and open. The USDA/DM/OPPM/POD/ITSCB: DESCRIPTION OF REQUIREMENT: Annual Earthware Maintenance Subscription In accordance with the salient characteristics listed below, the contractor shall provide an annual release and update subscription software service for items listed. The period of performance will be from 1 October 2012 - 30 September 2013. See attached salient characteristics for requirement. The salient characteristics MUST be met for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 effective 13 Sep 2012, The North American Industry Classification System code (NAICS) is 511210, Software Publishers. A firm fixed price contract will be awarded. All interested parties must quote on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. This is a Brand Name or Equal requirement. Any "or Equal" proposal received will be sent to the technical advisor for compatibility or functionality. Award will be made to the quotation which offers the best value to the government. The Government also reserves the right to make no award at all.
