Senior Program Management Advisor Washington State (INL/I) Issuance Date: 09/20/2012 Closing Date: 09/28/2012 SOLICITATION NUMBER: PSC-12-063-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PLACE OF PERFORMANCE: Washington State (INL/I) 8. JOB DESCRIPTION: See below Background: Since the 1990s, the International Narcotics and Law Enforcement Affairs Bureau (INL) has been engaged in complex bilateral and multilateral post-conflict operations seeking to establish peace and stability in countries recovering from crises. In February 2000, Presidential Decision Directive (PDD) 71 designated the Department of State (DOS) as having lead agency responsibility for the full spectrum of issues related to USG involvement in the reform of criminal justice systems during peace operations and complex contingencies. The Secretary, in turn, delegated lead responsibility for such activities to the Assistant Secretary of INL. This includes responsibility for policy development, all aspects of provision and oversight of U.S. civilian police (CIVPOL) to multilateral field operations, and development and implementation of comprehensive training, technical assistance, related criminal justice development activities, and provision of related equipment in the context of complex contingency operations. INL's Office of Iraq Programs (INL/I), is the strategic focal point for up to $650 million in annual criminal justice programming in Iraq, which is designed to, among other things, improve the skills and capabilities of Iraqi law enforcement, justice, corrections and detentions personnel, developing skills that will ensure democracy and support the rule of law in a sovereign, stable, self-reliant, democratic, and increasingly prosperous Iraq. The Office implements and oversees programs aimed at developing the Iraqi judiciary, corrections, and detentions services. In addition, beginning on October 1, 2011, responsibility for execution of the Iraq civilian Police Development Program (PDP) was transferred from the Department of Defense to INL. INL/I oversees and manages these police, justice, corrections and detentions-related policies and activities on behalf of INL and the Department. The INL Iraq Office, therefore, manages an array of coordinated programs implemented by State Department employees, contractors, non-profits, grantees, and other USG agencies. The PDP is designed to help the Iraqi government and its Ministry of Interior, through mentoring, advising, and specialized training, develop the capabilities needed to manage and sustain the full range of internal security operations and support the rule of law. The detentions program will seek to consult with and mentor senior Ministry of Interior staff to improve strategic planning, training, and management of Iraq's detention institutions. Activities related to justice sector programming include capacity development aimed at making the courts more efficient, accountable, and transparent, including efforts to promote the use of forensic evidence and the safety of judiciary personnel. In addition, programming focuses on anticorruption efforts. Purpose: The purpose of the personal services contract (PSC) is to establish a Senior Program Management Advisor located in the Bureau of International Narcotics and Law Enforcement Affairs, Office of Iraq Programs (INL/I). However, the Advisor will work off-site when not needed for periods of consultancy in Washington, D.C. The Advisor of this position serves as a subject matter expert in the field of program execution, especially dealing with budgetary planning, financial management, and contractual services for foreign assistance programs in Iraq. The Advisor receives policy and programmatic guidance from the Office Director and Deputy Director. The Advisor also may work directly with the Deputy Assistant Secretary, and/or the Assistant Secretary on special assignments and in the absence of the Deputy Director. The Office of Iraq Programs (INL/I) develops, manages, and oversees USG foreign assistance programs, up to $650 million annually, to address criminal justice system needs in Iraq. The office is comprised of approximately 25 staff members, including Foreign Service Officers, Civil Servants, 3161 Government employees, Personal Services Contractors, and other contractors and part-time employees. The Senior Program Management Advisor will provide support as described below to the Office Director, Deputy Director, other INL/I staff, and the INL Front Office. The INL/I Deputy Director provides direct supervision. The Advisor is responsible for providing senior level field management expertise, financial and contractual guidance, and budget planning advice to Department of State employees, who are responsible for developing, managing and overseeing hundreds of millions of dollars in criminal justice assistance programs and related policy for Iraq. Because of the yearly turnover of personnel in Baghdad and limited staffing at that critical threat post, INL/I is more heavily engaged in all aspects of program development and implementation than are Washington-based offices for most other large programs and all budgets are developed in INL/I. Relationship • The Advisor is under the day-to-day guidance of the INL/I Deputy Director. • The Advisor will work off-site when not needed for periods of consultancy in Washington, D.C. and must therefore have the capability to telecommute, including computer for internet access, fax or scanner, and telephone. All work products are unclassified and will be transmitted via internet. Meetings may be conducted via telephone conference calls, direct one-on-one calls, or in-person meetings. Duties and Responsibilities 1. Budget Formulation, Management and Execution • Provides expert advice to INL/I program managers and senior level officers, including the Assistant Secretary and Deputy Assistant Secretaries, on budget planning and execution for Iraq foreign assistance programs. Analyzes and describes budget and contractual issues/implications on INL/Iraq programs, and provides updates as requested to Office and Bureau leadership on funding status and impact to budget estimates of evolving requirements and legislation. • Formulates and analyzes detailed budget proposals, spreadsheets, and charts to assist program managers in developing their programs, in planning program execution, and in drafting budget and program narratives to justify budget requests and support overall policy implementation; • Works closely with the specialists on the police, corrections, and justice teams to develop systems and methods to track the execution of programs vis-à-vis resource availability within contracts, grants, and other sources. • As requested, directly supports INL/DAS with guidance and information on the financial execution of INL/I programs. • Given high visibility and short deadlines for the Iraq program, is expected to create technical documents for the seventh floor principals of the Department and the White House with little to no direction. Advisor must have a command of the INL Iraq programs and their execution. 2. Contract and Procurement Analysis • Creates, reviews and analyzes technical documents (e.g., SOWs and requirements for contractual support, interagency agreements, letters of agreement, budget formulation documents, etc.) related to INL-funded Iraq projects prior to their submission to INL/RM and/or submitted for clearance to INL/I by other INL elements; raises any issues/concerns and offers remedial recommendations to INL/I staff and management, and/or INL/RM, as appropriate. • Coordinates with INL/RM, in conjunction with INL/I and INL Baghdad as needed, on technical requirements for procurement-related documentation (e.g., technical specifications, what types of information and what level of detail must be included in a statement of work and source of funding) and participates in negotiations as required. • Tracks and monitors progress in procurement actions submitted by (or involving) the office, in coordination with INL/RM. • Provides assistance and guidance to senior managers within INL/I in coordinating and planning acquisition-aspects of long-range Iraq criminal justice program activities and, as needed and directed, orally or in written form presents INL's views to RM, NEA, F, and/or, as appropriate, to other Department staff including seventh floor Undersecretaries and the Deputy Secretary. 3. Coordination and Negotiation • As directed, coordinates with various State bureaus in the planning of support operations for the INL Iraq programs, assisting in negotiation or negotiating personally Memoranda of Agreement and related resource materials for final approval by senior managers. • Participates in budget and management-related working groups to assist senior INL managers or represent the Bureau on Iraq budgets, coordinating with INL/I program managers, USG interagency partners, and Embassy Baghdad, as required. • Supports and advises INL/I staff as they program, or plan to program, funds particularly those that will be placed on contracts, grants, and interagency agreements or will be transferred to other State Department bureaus. • Supports and assists the senior INL/I specialists in ensuring that (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud and mismanagement; (2) appropriate security procedures are followed; and (3) resources are allocated efficiently, equitably, and in conformance with established policy and regulations. • Supports and advises INL staff in Baghdad and at consulates in Erbil and Basrah on management of field operations, interface with security and management offices of the Embassy, as well as relations with DOD and the government of Iraq on the implementation of INL programs in Iraq. Mentors management officers in the field on best practices, career advancement, interpersonal relations, and Embassy and Department negotiations. Minimum Qualifications 1. U.S. citizen, eligible for a State Department Top Secret security clearance. 2. Bachelor's degree from an accredited institution 3. Demonstrated expert knowledge of foreign assistance programs sufficient to planning, organizing, and coordinating activities in order to determine funding requirements, analyze these requirements and develop a budget, involving hundreds of millions of dollars. 4. Demonstrated expert knowledge of Department of State resource management regulations, policies, and procedures, particularly as they relate to contracting, procurement, and execution of programs in the field. 5. Demonstrated 10 years of experience in resource management positions within the 6. Department of State, including at least three years at the senior (GS-15) level or above. 7. Knowledge of cost analysis and program budgeting techniques and skill to assist in ensuring effective utilization of funds and compliance with applicable administrative and fiscal policies. 8. Demonstrated ability to forecast future financial requirements and assist staff in the development of obligation plans of appropriated funds; and as required for planned grants. 9. Demonstrated knowledge of program planning and execution with at least 5 years of field experience in planning and executing large Department of State programs. 10. Demonstrated knowledge of the operations of other Department of State bureaus, especially those supporting the execution of INL/I programs to include NEA, DS, OBO, and RM. 11. Skill in oral and written communication to prepare and present budgetary analyses provides guidance, solicit information, defend proposals, and negotiate agreements. Work Environment • The work is performed offsite through telework with TDY to INL/I's office in Washington, DC. • The work is sedentary in nature with occasional light or moderate physical effort required. Occasional travel may be required to Iraq or elsewhere in the Middle East region on an as-needed basis. Evaluation Criteria Factor 1: Offeror demonstrates knowledge and experience of cost analysis and program budgeting and ability to forecast future financial requirements in the development of obligation plans for appropriated funds; and as required for planned grants. (30 points) Factor 2: Offeror demonstrates experience in program planning and execution. (30 points) Factor 3: Offeror demonstrates knowledge of Department of State regulations, policies, and procedures as they relate to contracting and procurement. (20 points) Factor 4: Offeror demonstrates experience in conducting meetings, conducting discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues. Experience in coordinating and/or integrating the work of participating groups with conflicting, incompatible, or undefined priorities, requiring that major compromises in the project goals, techniques, and methodologies be implemented before substantial progress can be made. (15 points) Factor 5: Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
