- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) site located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office Littoral Combat Ships, intends to award a sole source contract to Science Applications International Corporation (SAIC), 1710 SAIC Drive, McLean, VA 22102 for software development, fleet support, integration support, installation support, training, and engineering services and support for the Mine Warfare and Environmental Decision Aids Library (MEDAL). The contract will include four (4) options for continued support and services FY14 through FY17. SAIC is the developer of the Mine Warfare and Environment Decision Library (MEDAL). This system was originally a prototype decision support system for the Mine Countermeasures Commander. Due to the Governments demand for software upgrades to the present MEDAL software product baseline maintained and support by SAIC, the cost and time to develop new sources of expertise and transition to alternative software development sources is not feasible. SAIC has developed expertise in Mine Warfare Command and Control that includes mission planning, evaluation, risk and situational awareness, which is not possessed elsewhere in industry. Additionally, SAIC has the expertise to integrate MEDAL software API into Global Command and Control system “ Maritime product baseline for verification of the MCMSEG prior to delivery to the fleet. The estimated period of performance is March 2013 to September 2017. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
