- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM26-12-Q-0160 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-61 dated September 13, 2012. The North American Industrial Classification System (NAICS) code is 611430, and the small business size standard is $7.0 million. This procurement is set aside exclusively for small business participation. The Office of Personnel Management, Human Resources Solutions (OPM-HRS) provides services that assist the Federal Government in achieving its missions by: • Partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and • Offering services that enhance the agencies' ability to attract and acquire specific talent. The Center for Leadership Development (CLD) is the federal government's premier leadership development center for executives. Since 1968, CLD has provided executive education programs for GS-15s and members of the Senior Executive Service. At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered eleven times per fiscal year, and a variety of open-enrollment and custom-designed program offerings. CLD offers residential programs on its campus in Charlottesville, VA, as well as delivers the CLD experience at selected venues nationally and internationally. As a Federal business enterprise, the OPM-HRS-CLD provides services that assist Federal agencies in achieving their missions by: • Providing competency-based interagency leadership development programs, executive coaches, and organizational development consultants to build and sustain the knowledgeable leaders needed for a Government that is citizen-centered, results-oriented and market-based. In support of its mission, the OPM-HRS-CLD has a requirement for a vendor to deliver up to three 5-day residential leadership training programs entitled the Civilian Leadership Course (CLC) over a period of one year. OPM intends to award one Firm-Fixed Price contract to Lowest Price, Technically Acceptable (LPTA) offeror. The period of performance shall be for a period of one year from the date of award. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov through 12:00 PM, EST, September 24, 2012. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 5:00 PM Eastern Standard Time (EST), September 25, 2012. Your submission should include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Technical and Pricing proposals MUST be in two separate files. If your technical and price proposal is not submitted in two separate files, your response to this solicitation will be considered non-responsive and will not be given any further consideration. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others.
