Description
The FAA has decided to extend the ordering period for systems to be ordered and installed at non STARS sites, on the Raytheon (STARS) Contract DTFA01-96-D-03008 through September 30, 2017. This award will be on a single source basis pursuant to AMS T.3.2.2.4 Single Source Contracting. The current ordering period for systems to be ordered and installed at non STARS sites, on the Raytheon (STARS) Contract DTFA01-96-D-03008 is set to end on Sep 30, 2012. An extension of the ordering period is needed through Sep 30, 2017. It is necessary for the FAA to continue the complex effort to standardize with STARS. The FAA currently has an extensive existing infrastructure in place to support the STARS platform. This network pervades NAS operational, support, training facilities, and Department of Defense (DoD) and is the backbone of the Air Traffic Control (ATC) information network for our nation's airports and defense facilities worldwide. By its very nameStandard Terminal Automation Replacement SystemSTARS was intended to replace the aging ARTS platform as the standardized terminal automation system. This full replacement is taking longer than originally planned in 1996 when the contract was awarded. It is now necessary to extend the effort an additional five years to complete this complex effort. Current and prior use of STARS has established a firm baseline for standardization of operations, support, training, and logistics that must be continued. The FAA's TAMR program is designed to modernize the air traffic control systems at all the nation's major airports by combining and upgrading multiple air traffic control technologies to a single state of the art platform, STARS, which will provide increased safety and efficiency within the National Airspace System. The Raytheon STARS contract was competitively awarded to replace the legacy Terminal Automation systems Automated Radar Terminal System (ARTS) and Common Automated Terminal Systems (CARTS) at all Terminal Radar Approach Control (TRACON) facilities. STARS is currently operational nationwide at fifty-one (51) Terminal Radar Approach Control Facilities and Air Traffic Control Towers, and eighty-nine (89) Department of Defense (DoD) Radar Approach Control (RAPCON). On August 29, 2012 the FAA announced its intent to extend the contract period of performance for system maintenance, system technical refresh, and system enhancements through fiscal year 2017. It is necessary for the FAA to extend the ordering period through FY 2017 to complete the replacement of all FAA CARTS systems and remaining DoD systems. The FAA anticipates placing orders for 91 STARS operational systems, 6 STARS LITE systems, and 18 STARS support systems, and 35 DoD STARS systems orders through fiscal year 2017. The incumbent Raytheon Company produces STARS and is the only company that can deliver this system to achieve the standardization required across all terminal facilities by the end of 2017, and within a cost effective baseline. The total estimated value of this requirement is $350 million. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.
