- Custodial Support Services (Option to extend Services) The estimated fixed value of the proposed action is $396,729.99, which is for janitorial services for a four (4) month period from 30 September 2012 to 30 January 2013, which includes special/onetime cleanings. During this period it is anticipated that there will be four one-time cleaning events totaling no more than $10,000. The requiring activity for this Service is the Directorate of Public Works, US Army Garrison, Dugway Proving Ground. This extension is in accordance with FAR 52.217-8. The Sole Source extension of this contract is required due to delays in negotiating and obtaining the follow on Contract through Ability One as the mandated source for this type of Service. The development of that Solicitation was delayed due to the scope of the required revisions to the existing contract through extensive construction of new Facilities, changes to the structure necessary to allow provisions for direct billing of supported Organizations and the HQ IMCOM mandated 10% reductions to all Service Contracts which in this case was done through reduced performance frequencies. The procurement process through Ability One has been in process for over eighteen months and with it being this close to finalization competition for this short period of time would be unfeasible. There is not sufficient time to develop the solicitation, evaluate proposals, and award a bridge contract to a responsible prospective offeror. Any prospective offeror would be required to obtain certain security clearances and/or medical assessments, and time does not allow for those processes. The halting of routine Custodial Services would present significant Health and Safety hazards to the workforce and community. Left unperformed, unsanitary conditions would begin to appear almost immediately. Certain facilities (e.g. Child Development Center, School Age Services, and Food Handling Facilities) require custodial services to be performed on a routine basis in accordance to Army Regulation (608-10 Child Development Services) in order to maintain operation.
