Description
The Region 4 (Southeast), U.S. Fish and Wildlife Service (USFWS) intends to issue a Request for Proposal (RFP) for Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts (MATOCs) for General Construction Services. The estimated value for all projects to be awarded will not exceed $50 million for five years. This is a competitive, best value, source selection that will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3. Projects will be located at National Wildlife Refuges (NWR) and National Fish Hatcheries (NFH) in the Southeast region. The Southeast region consists of the states of Arkansas, Louisiana, Tennessee, Kentucky, North Carolina, South Carolina, Mississippi, Alabama, Georgia, Florida, Puerto Rico and the U.S. Virgin Islands. The MATOC will be for one (1) base year and four (4)option years; not to exceed five years total. The intended result of this solicitation is to issue contract awards to a minimum of eight (8) qualified construction firms. The basic contract type will be a Firm Fixed Price (FFP) Task Order (TO) for each project. TOs may vary in size but are expected to be issued for projects with an estimated range of $2,000 to $2,000,000. Many of the project work sites are in remote locations where building materials and supplies are limited in quantity and variety. Opportunities to use local labor may also be limited in quantity and specialty. Site access may be difficult in some remote areas. The North American Industry Classification System (NAICS) code for construction is in the 23 series. The RFP will be issued electronically on or about October 9, 2012 on the Federal Business of Opportunities web site at www.fbo.gov. The response date will be determined upon release of the RFP. Responses to the RFP will not be accepted electronically. Failure to comply will result in immediate rejection of proposal. Questions or clarifications concerning any amiguities in the sollicitation shall be immediately addressed in e-mail to victor_bowman@fws.gov. PLEASE DEFER ALL QUESTIONS UNTIL AFTER THE RELEASE OF THE RFP. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments/modifications to any and all documents. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). The anticipated date of awards will be on or about March 4, 2013. NOTE: In order to be eligible for award, prospective offerors must be registered in the System for Award Management (SAM) and complete the Online Representations and Certifications Application (ORCA) at www.sam.gov. Prior to the SAM registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com.
