Description
Update: The purpose of this modification to the original synopsis is to include a notice that the Government does not intend to used Federal Aquisition Regulation Part 12 for this acquisition. The estimated date of release of the RFP is updated to on or about 28 September 2012. Original Synopsis: The Army Program Executive Officer Command, Control, and Communications - Tactical (PEO C3T) Product Manager Network Systems (PdM NS) intends to award a five-year, Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract Plus 5 One Year Options for the procurement of the Soldier Radio Waveform (SRW) Applique Radio System. The SRW Applique Radio System is a single-channel, vehicular-mounted, software-defined radio for use by Brigade Combat Teams (BCT). PdM NS intends to buy non-developmental radio systems for our Warfighters as well as Federal, state and local agencies, and authorized foreign militaries through this procurement. The Government-owned Soldier Radio Waveform (SRW) will be available to the Contractor. The Contractor will take the SRW and integrate it onto their existing hardware solution. The Government anticipates a competitive firm fixed price and cost plus fixed fee, indefinite delivery / indefinite quantity (IDIQ) contract(s) for the SRW Applique Radio System. Award will be made to the offeror or combination of offerors with the best value solutions as described in the solicitatation. The basic contract will establish minimum and maximum ordering amounts. The prospective contract will have a five-year base period with five one-year option periods. This is a full and open competition. This synopsis is related to the following SRW Applique announcements: W15P7T-12-SOURCESSOUGHT-SRWAPPLIQUE W15P7T-12-INDUSTRYDAY-SRWAPPLIQUE Please refer to the above announcements for more details. Contract award is expected in early Government Fiscal Year 2013. This procurement requires large business offerors to submit a Small Business Subcontracting Plan demonstrating efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), and Service Disabled Veteran Owned Small Business (SDVOSB). The North American Industry Classification System (NAICS) code is 334220. Questions regarding the RFP may be submitted in writing via e-mail only to: David E. Hackett III, Contracting Officer (david.e.hackett4.civ@mail.mil) with copy to: Nick Bartolomei, Contract Specialist (nicholas.bartolomei.civ@mail.mil). Instructions for submitting proposals and bidder's questions are contained in Section L of the RFP. Verbal questions, or questions directed to anyone other than the Contracting Officer will not be accepted. This solicitation is a Request For Proposal (RFP) and will be released on the Army's Single Face to Industry (ASFI) on or about 24 August 2012. The official release of the RFP will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil/asfi/ No additional information regarding this procurement will be available prior to the release of the RFP. This synopsis is provided for informational purposes and is not to be considered a Request For Proposal; however, all responsible sources may submit a proposal once a formal solicitation is issued, which shall be considered by the agency.
