Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Carbonization of 16 Sheets of Thick Rayon Felt. STATEMENT OF WORK I. Objective Commercially available carbon felts are currently manufactured in thicknesses of 1-inch thick or less.Significant progress has been made at NASA Ames Research Center using carbon felts to make conformable ablators, but the final ablator thickness is limited to commercially available felts and does not meet NASAs needs for Thermal Protection Systems (TPS) applications where thicknesses of greater than 3-inches are needed for flight vehicles. This Statement of Work (SOW) identifies the carbonization of customized rayon felt that, once processed, will allow a 3- inch thick carbon felt to be obtained. II. Scope The scope of this effort is to carbonize approximately 4-inch thick rayon felt to yield a carbon felt that is at least 3-inches thick. NASA will provide the white goods. III. Vendor Requirements The manufacturer, hereinafter referred to as the vendor, shall have demonstrated knowledge and market success in manufacturing carbon felts, shall have demonstrated technical excellence and reliability in providing excellent material, and have demonstrated experience to carbonize thick felts and guarantee uniform quality. The vendors past performance will also be taken into consideration. IV. Required Characteristics The vendor shall carbonize 16-sheets (~48-inch wide x ~84-inch long x ~4-inches thick). The carbon felt that is obtained through this process shall have the following minimum specifications: a. Felt will be carbonized in a flat configuration. b. Carbon felt will see a maximum temperature of 1900C for a period long enough to obtain greater than 99% purity. c. Delivery date of 4-6 weeks after vendor receipt of rayon. Prior to full production run, it is desired to have a pilot run to verify process settings (time, temp, etc.). NASA will work with the vendor to determine the final carbonization profile (time/temperature). Specific Requirements: a. Felt is to remain flat (not rolled) at any time. b. Felt can be stacked but not more than 2 sheets high. c. The vendor shall provide copies of Materials Safety Data Sheets (MSDS) for all TPS materials delivered under this contract. d. The vendor shall provide documentation of material traceability for all materials processed. i. Documentation for each sheet of carbon felt shall be produced. A single report may cover all sheets, but each rayon sheet will have its own unique identifier (such as top sheet, bottom sheet, lot number, run number, etc.). ii. Material documentation shall also include heating profile, maximum processing temperature, processing atmosphere, carbon purity (%) (ash content is sufficient), oven/graph run number, processing vessel number. Documentation Package shall be shipped with the carbonized felt and an electronic copy shall be sent to NASA. The provisions and clauses in the RFQ are those in effect through FAC 2005-61. The NAICS Code and the small business size standard for this procurement are 335991 and 750 employees, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Ames Research Center in Moffett Field, CA 94035-0001, is required within 60 days ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 4:30PM PT on 10/09/2012 to Marianne.Shelley@nasa.gov and must include, solicitation number (NNA12436071Q), FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (AUG 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-10, 52.209-6, 52.209-10, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-13, 52.232-33. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, total firm fixed price, and delivery. Offeror shall provide detailed description of its knowledge and market success in manufacturing carbon felts, its technical excellence and reliability in providing excellent material, and experience to carbonize thick felts with guaranteed uniform quality. Other critical requirements: Offerors terms and conditions and warranty shall also be considered.Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product/ service offered meets the Government's requirement. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Provide contact information that includes the names, phone numbers, and email addresses for both technical and contractual questions regarding your quotation. Offerors must be registered in the 'new' federal government contractor database, System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/ ). Registration in this database will include the issuance of a CAGE code. Offerors must also complete the Representations and Certifications that are available on SAM. Not being registered in the SAM database will make the offeror ineligible for award. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
